What are the responsibilities and job description for the Assistant Attorney General position at Alabama Department of Finance?
The Alabama Department of Finance Legal Division and Division of Risk Management (DORM) are seeking to hire an Attorney III. The attorney will report to the General Counsel of the Finance Department but will be located at DORM and will advise the State Risk Manager on a regular basis. The attorney will act as primary counsel for DORM, with the following responsibilities:
- Determine coverage for General Liability Trust Fund (GLTF) and Educator Liability Trust Fund (ELTF) programs, including negotiation of settlements or assisting in mediation of claims.
- Coordinate defense and handling of GLTF and ELTF claims with Attorney General’s Office and outside law firms retained to defend such claims. Update claims software on case strategy/management of reserves and documentation.
- Supervise and manage a small number of DORM personnel.
- Assist in authoring or promulgating legislation, rules, and policies related to DORM. Review changes and edits to coverage program guidelines.
- Assist or direct any legal work needed by the State Insurance Fund (SIF, the State’s property insurance program), including subrogation, contracts, etc.
- Assist or manage all contracts and agreements for DORM, including contracts for adjusters, attorneys, financial brokers, etc. Coordinate related Requests for Proposals, including presentation before the Legislative Contract Review Committee, in coordination with Finance General Counsel. Review and coordinate real property leases.
- Give counsel and legal opinions to Risk Manager and other department managers regarding DORM programs, including claims, policy, and enforcement of responsibilities.
- Assist Finance Department legislative team in reviewing, monitoring, and responding to DORM-related legislation.
- Make educational presentations to various audiences of program participants in the GLTF, ELTF, and other DORM programs on an occasional basis.
- Serve as a member of DORM Investment Committee, which manages funds held by DORM.
- Attend Dept. of Finance Legal Division meetings and assist as directed by the Finance Department General Counsel or by Director of Finance.
- Assist in preparation and coordination of any public information requests/releases related to DORM.
- Serve in rotation with other Finance Department counsel as hearing officer for the State Board of Adjustment.
- Coordinate infrequent cases before the Committee on Compensation for Wrongful Incarceration.
- Assist in personnel matters as directed by the Finance Department General Counsel.
