Job Purpose
The GIS Director, under general supervision, performs geographic information system project management and related technical work in the administration of Alamance County's geographical information system. Work involves managing geographical data layers consisting of both vector and raster data that are used in geographic information system applications and maps to provide data and map access to both County personnel and the public; managing cost of projects and works with vendors to ensure projects are on time and data is accurate; facilitating the sharing of geographic information system data with other departments, local municipalities and County agencies; and handling the responsibility for training County personnel.
Hiring range for this position is $80,283 - $100,354, full salary range is $80,883 - $120,425. Offered salary will be within hiring range and will be dependent on experience and skill set.

SKILLS & ABILITIES:
Education & Experience: Bachelor's Degree in GIS, Geography, Planning, or related field and seven (7) years of progressively responsible experience in GIS system design, programming, and/or mapping; or equivalent combination of education and experience. Preferred GISP certification and advanced ESRI software knowledge and experience.
Computer & Technology Skills: Advanced computer skills and experience with Microsoft Office.
License/Credentials: Possession of a valid NC driver’s license. This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.

Responsibilities
- Plans, supervises, and directs GIS program and staff; formatting and producing digital maps and associated data; assisting system users and the public concerning mapping programs; providing support and maintenance to geospatial information via web services and applications, and overseeing the preparation and maintenance of spatially related computer files and records.
- Coordinates the transition of tax data from the AS400-based tax system database to Microsoft SQL Server-based database for internal county use with GIS Applications (ArcGIS Pro, ArcMap, ArcSDE, ArcGIS Server) and externally for the public use on the Internet using ArcGIS Enterprise. Understanding of the Parcel Fabric GIS environment is preferred.
- Manages the public GIS website content and development by coordinating with the county’s IT department, and outside agencies in addition to attending workshops and training to keep up with the ever-changing internet and database environment.
- Researches and develops changes in methods and procedures as required; directs GIS hardware and software operations; performs activity associated with implementing, operating, and enhancing the GIS hardware and software.
- Designs and implements GIS applications based on user needs; prepares documentation and provides training for system users; designs GIS database standards for content, format, and maintenance procedures; establishes procedures for access security and access rights; trains new workers in edit and entry procedures and on system updates.
- Manages team members and project teams, ensuring performance management, professional development, and successful GIS operations.
- Participates in Department Head activities including but not limited to strategic and tactical planning, budget preparation, vendor, contract and expense management, and performance measurement/monitoring/reporting.
- Partners with Planning, Inspections & Environmental Health, manage a team that oversees the assignment and coordination of modification to the street addresses for unincorporated Alamance County and the towns: Ossipee, Village of Alamance, Swepsonville, Mebane, Gibsonville, Elon, Haw River, and Green Level as well as manages the Master Road Name database for all Alamance County in coordination with Burlington GIS Department.
- Leads and/or participates in inter/intra-departmental project teams as well as regional and interagency collaborations. Advise project execution, using best practice project management methodology.
- Supports and maintains the integrated GIS functions within the Cox & Company AS400 Property Tax System, the Alamance County Central Permitting application, Central Communications, and NG911 data integrity.
- Anticipates, plans, and manages the implementation of existing and new GIS technologies and systems to meet the County's ongoing and emerging enterprise technology and business needs. Provide development, testing, production, and maintenance standards for user departments.
- Researches, plans and implements continuous data-lifecycle management techniques for GIS-related data (including data collection, data-quality maintenance, data use, and disposal) by working with internal and external entities to ascertain needs, develop action plans, and meet goals.
- Oversees the integration and development of high-accuracy Global Navigation Satellite Systems (GNSS) technology with staff and user departments for GIS integrations.
- Interacts and communicates with various groups and individuals including Information System/Geographic Information System staff personnel, County personnel, County Commissioners, municipal agencies, and the general public.
