What are the responsibilities and job description for the Public Health Nurse III – STD Coordinator Position position at Alamance County Government?
This is an advanced and specialized professional level nursing position that incorporates both administrative program management and clinical duties. The STI Nurse Coordinator develops, plans, coordinates and directs a team of nursing staff for the ACHD STI/HIV program.

Specific duties include: providing direct outpatient clinical care; obtain patient history, provide clinical support for advanced practice providers; treat STI’s per provider order or agency STI standing orders; provide patient counseling and education regarding reducing STI risk behaviors, recommended STI disease control measures as well as disease prevention including Gonorrhea, Chlamydia, Syphilis, HIV, Hepatitis B & C, assist with new staff recruitment, orientation and training; review, revise and update program policy and procedures to assure contract addendum requirements are met; develop and revise STI clinical standing orders; identify program needs and develop goals; plan, organize, and monitor daily clinic activities; schedule staff clinic assignments; direct and implement measures to manage workload and productivity of staff; monitor level of care; responsible for development and implementation of internal chart audit corrective action plans; monitor clinical encounters for correct coding and billing for Medicaid reimbursement; keep accurate pharmacy and supply records; consult with pharmacist on pharmacy needs; assist with student learners; inform and consult with Nursing Supervisor and Nursing Director of program operations; collaborate with Medical Director, providers, other program coordinators to ensure effective service delivery; collaborate with school nurses and school system staff to develop strategies to meet the needs of teens; plan, conduct and attend necessary and required meetings; collaborate with health education for media review of educational materials; provide community STI service and prevention outreach; work in other clinical programs such as Family Planning, Maternal Health, Child Health and Immunization clinics as indicated. This position will also be required to staff emergency shelters as mandated by the State Public Health Office; assist with Public Health outbreak investigations and response and perform additional duties as required by the Nursing Supervisor, Nursing Director, Medical Director and Health Director.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of and skill in the application of nursing theory, practice, principles, and techniques employed in the field of public health and related programs; for employees in expanded role positions, considerable knowledge of, and skill in obtaining a health history and performing physical examinations sufficient enough to determine if there is any deviation from normal; considerable knowledge of available resources and organizations and the ability to coordinate these as needed; general knowledge of current social and economic problems relating to public health, including health disparities; ability to plan, coordinate, and oversee the work of others; ability to deal tactfully with others and to exercise good judgment in appraising situations and make decisions; ability to work in partnership with patients and with other service providers to elicit needed information and to maintain effective working relationships; ability to record accurately services rendered and to interpret and explain records, reports, and medical instructions; considerable knowledge of and ability to apply the principles and practices of public health; adequate computer skills to allow communication, patient record documentation, and accessing of information.
ESSENTIAL PHYSICAL ABILITIES: Medium type work (exerting up to 50 lbs. of force) with physical abilities that include: climbing, kneeling, crouching, reaching, standing (for sustained periods of time), walking, pushing, pulling, lifting, fingering, grasping, feeling, talking and hearing. Subject to repetitive motion of the wrist, hands, or fingers. Require close visual acuity for job duties such as transcription, extensive reading, operating computer terminal and measurement devices; and ability to work outside and inside extreme environmental conditions. May be exposed to blood or body fluids in performance of job duties.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: Graduation from a four-year college or university with a B.S. in Nursing which includes a Public Health Nursing rotation and two years of Public Health nursing experience; or a Master’s in Public Health and graduation from a school of professional nursing and two years of professional nursing experience; or graduation from a school of professional nursing and three years of professional nursing experience including two years of Public Health nursing experience; or an equivalent combination of training and experience.
Registered Nurses without the above work experience may be considered as a work-against for the position.
NECESSARY SPECIAL QUALIFICATIONS: A current license to practice as a Registered Nurse in North Carolina by the North Carolina Board of Nursing. Valid N.C. driver's license and have access to a personal vehicle.
PREFERRED QUALIFICATIONS: Fluent in both Spanish and English both oral and written.
