Job Summary
This position is placed in our Cybersecurity Department, reporting to the Director, Cybersecurity, supporting in the development, implementation, monitoring, and maintenance of policies and procedures for the Alameda County Office of Education (ACOE) and for Alameda County school districts.
Requirements / Qualifications
THE POSITION: Support in the development, implementation, monitoring, and maintenance of policies and procedures, monitor, and maintain related to cybersecurity, student, and employee programs, for the Alameda County Office of Education (ACOE) and for Alameda County school districts; identify and address critical systems and critical digital assets; maintain cyber security attack mitigation and incident response capability; train, support, and collaborate with applicable staff to maintain Health Insurance Portability and Accountability Act (HIPAA) and Family Educational Rights and Privacy Act (FERPA) compliance; and provide assistance to higher level management staff. This job reports to the Assigned Administrator.

TYPICAL DUTIES: Research and assist in the implementation of goals, objectives, and strategic plan; establish schedules and methods for providing specialized services; implement policies and procedures. Develop, Implement, and maintain the privacy and security of protected health information (PHI) policies and procedures to meet HIPAA compliance. Assist with the Contribute to the development, and improvement, training, and implementation, of security monitoring, inventory tracking, and incident response processes and solutions as required to support cyber security, HIPAA, and FERPA programs for ACOE and school districts. Under the direction of the Assigned Administrator, provide a coordinated response to complex cyber-attacks and both HIPAA and FERPA violations; identify threats and develop suitable defense measures, evaluate system changes for security implications, and recommend enhancements; research and draft cyber security white papers. Operate security monitoring and incident response tool sets with a focus on continuous improvement; monitor for attacks, intrusions, vulnerabilities, and risks with systems and networks.

MINIMUM QUALIFICATIONS: Education: Associate’s degree in related field preferred. Certification in HIPAA Compliance, Risk and Informative Systems and/or Cybersecurity is desired. Experience: Two (2) years related experience, which includes a minimum of one (1) year of network systems security, design and/or configuration, and/or HIPAA compliance support preferred. Equivalency: Any combination of education, training and job-related experience equivalent to the above qualifications. Certificates: Certification in HIPAA Compliance, Risk and Informative Systems and/or Cybersecurity is desired.
