THE POSITION: The Executive Director of Finance provides the vision, leadership, and management to ensure that the Business Department has effective operational controls, administrative and reporting procedures, and people systems in place; ensures the financial strength and operating efficiency of Alameda County Office of Education (ACOE); consults and advises with applicable staff and agencies for risk mitigation; collaborates with a wide variety of personnel; partners with District Business and Advisory Services (DBAS) to support in applicable mentor and training programs for internal and external business staff; and provides oversight of applicable charter schools. This job reports to the assigned administrator.
LOCATION: 313 W. Winton Ave. Hayward, CA 94544
TYPICAL DUTIES: Provides advice, counsel and training to administrators and districts on procedures, best practices, financial issues and trends. Compiles data from a wide variety of internal and external sources for the purpose of analyzing issues, ensuring compliance with policies and procedures, and/or monitoring program components. Create mechanisms to memorialize best practices, both to make resources widely and easily available and for systemwide documentation. Provide individualized consultation, support, and mentorship for new leaders. Coordinates the formulation and production of ACOE annual budget for the purpose of making financial decisions on behalf of the ACOE and promoting the long-term financial solvency of the county office of education. Supports collective bargaining efforts to ensure supportive and fiscally responsible agreements for all ACOE employees. Facilitates meetings, workshops, seminars, etc. for the purpose of identifying issues, developing recommendations, training of attendees, developing competencies, supporting other staff, and serving as a County Office representative. MINIMUM QUALIFICATIONS: Education: Bachelor’s degree in a job-related area; Chief Business Official (CBO) certification or Master’s degree preferred. Experience: Eight (8) years director level or executive management experience; five (5) years at a management level in the business department of a local education agency or public education-focused organization preferred. Successful experience building technical and adaptive skills to manage resources in support of a vision. Equivalency: A combination of education and job-related experience equivalent to the above qualifications.
