Job Summary
There are two open positions, one in the District Business Services department, and one in the District Advisory Services department. The Senior Budget Analyst in District Business Services will provide analytical support to the team around the posting of apportionments, cash reconciliations, and attendance accounting. The analyst will review data from these processes to suggest and implement operational improvements for the variety of workflows of the department. The Senior Budget Analyst in District Advisory Services will review and analyze a variety of charter and school district budgets and financial reports for the purpose of ensuring the accuracy of reported information and compliance with established financial guidelines and program policies, practices and regulatory requirements. In addition, will oversee Budget Analysts and serve as the lead in a variety of financial activities, such as Bond Interest & Redemption accounting, and will work closely with the Database Administrator in preparing a variety of reports for public dissemination.
Requirements / Qualifications
THE POSITION: The job of Senior Budget Analyst/Accountant is done for the purpose/s of providing senior technical assistance and training in budgeting, finance, accounting, purchasing and related business matters to School District Business Officials and County Office of Education administrators. This job reports to the Assigned Administrator.

TYPICAL DUTIES: Analyzes and compiles data from a variety of sources (e.g. County's Auditors Office, California Department of Education, categorical grants and entitlement, revenues and allocations from SELPA, etc.) for the purpose of assisting in the planning and developing the ACOE budget. Approves and posts all cash entries on behalf of district and charter schools for the purpose of assisting school districts with cash transfers, wires and deposits and monitoring cash balances incompliance with established financial practices and regulatory requirements. Assists in the development and implementation of new accounting and budgeting and document image systems and procedures for the purpose of providing guidance and support for internal financial controls needed throughout the County Office, charter schools and school districts. Audits records, project expenditures and internal controls (e.g. property taxes, apportionments, daily cash deposits and entries, CTO deposits, etc.) for the purpose of conforming to established GAAP, GASB, Federal and State laws and regulations. Coordinates a wide variety of accounting projects (e.g. year-end closing, state revenues, annual J-29 Property Tax reconciliations and postings, sinking funds transactions, First Interim and Second Interim Budget reports, LCFF entitlements and apportionments, etc.) for the purpose of providing guidance and support, identifying fiscal solvency issues, making recommendations and ensuring county office oversight compliance.

MINIMUM QUALIFICATIONS: Experience: Five years job related experience with increasing responsibility in accounting, auditing or financial analysis, preferably in a school district or county office of education. Or, four years job related experience in the Budget Analyst/Accountant II position. Education: Bachelor’s degree in Accounting or Business Administration preferred. Equivalency: Equivalent combination of education and experience.
