The Registrar of Voters is committed to a safe workplace.

The Registrar of Voters (ROV) is responsible for registering voters and conducting Federal, State, County, special and local elections for the County of Alameda. ROV prepares the published notices of elections and lists of offices for which candidates are to be nominated. It is the duty of the Registrar of Voters to accept and check the nominating petitions of candidates for office; prepare and print official and sample ballots in English, Chinese, Spanish, Tagalog and Vietnamese; mail sample ballots to over 900,000 registered voters; recruit over 5,000 election officers voting locations within the County.

The Registrar of Voters is also required to establish and revise voting precincts, provide for the tabulation of returns on Election Night, and conduct the official canvass of votes cast. ROV is required to check the signatures on initiative, referendum and recall petitions. Finally, the ROV is required to provide voter education and outreach services year-round to maintain voter registration at the highest level possible.

Our regular business hours are from 8:30a.m. to 5:00p.m., Monday – Friday. Some work assignments have work schedules that are beyond our regular business hours. On Election Day, we start as early as 5:00 a.m.

Overtime is mandatory for all employees. Employees may be required to work overtime for several consecutive days or weeks at a time - includes evenings, weekends, and holidays.

Employees may be off for days at a time or sent home early if there is no work available.

All schedules are based on the workload and needs of the Registrar of Voters and can change at a moment’s notice. If you are hired, we ask that you commit to your assigned work hours. The Registrar of Voters is unable to accommodate requests for personal time off and schedule conflicts.

About the Job - Assistant GIS Technician

Geographic Information Systems (GIS) Assistant support various GIS/Mapping duties at the Alameda County Registrar of Voters' Office (ROV). Primary duties are to assist the Mapping Services Section which is part of the Election Services Division, and occasionally perform various ROV warehouse tasks.

Primary Duties Include:

• Assist with maintenance of geospatial data; updating and improving layers such as district boundaries, voting precincts and street range segments within Alameda County
• Process street/address and boundary change notifications received from the County, Cities, and local districts; identify where changes need to be made in GIS data, and document pending changes
• Use ArcGIS software to update and export precinct maps to PDF for public requests, and print poster-sized maps using a plotter
• Research issues with addresses and precinct assignments for voter registration
• Perform field checks to survey and verify address ranges, and resolve addressing issues
• Update tabular voter/election management system and improve integration of GIS data with this system
• Assist with database management: organizing, archiving and backing up data, and updating metadata
• Analyze both GIS and tabular data to help ROV with election day logistics, as well as various on-going data integrity/QA projects
• Use spatial analysis to help identify potential Vote Centers for upcoming elections
• Assist in testing, utilizing and building web mapping applications for ROV staff and the public
• Perform analysis and create maps for presentation as requested by various County departments

Minimum Qualifications:

• Completion of high school
• Previous or current enrollment in an undergraduate program in Geographic Information Systems/Geography, or other relevant field, and/or professional training in GIS
• Introductory college level coursework and/or professional training courses in Geography and GIS
• Skilled in using ArcGIS Desktop/ArcGIS Pro software
• Experience using Google Earth and working with KML files
• Experience with data entry
• Proficiency with Excel
• Proficient using Adobe Acrobat
• Valid California Motor Vehicle Operator’s license
• Ability to lift 25 pounds

Desired Qualifications:

• College degree or certificate in GIS or GIS-related field
• Intermediate/advanced coursework in GIS and/or GIS-related work experience
• Experience designing maps for presentation
• Strong ArcMap and ArcGIS Pro data editing skills
• Experience with geoprocessing/use of ArcGIS tools for spatial analysis
• Experience with geocoding
• Geodatabase (ArcSDE) management experience
• Experience analyzing tabular data
• Basic knowledge of writing SQL queries and experience using SQL Server Management Studio
• Extensive experience with ArcGIS Online and utilizing it to create and publish web maps and story maps
• Experience with building web map applications
