PRIMARY FUNCTION

Under the general direction of the Executive Director, supervises the Property Management and Facilities department and oversees the APC supportive housing program, including marketing, leasing, rent collection, lease violations, ensuring adherence to all housing regulations, and resident recertifications.


DESCRIPTION OF DUTIES

  • Daily management of APC Property and Facilities Management department, including over 200 housing units and 4 common buildings.
  • Develop, oversee and implement APC supportive housing program, adhere to HUD regulations, Fair Housing Law regulations and agency operations policies.
  • Daily supervision of a facilities manager, two resident managers and two administrative support staff, including hiring/firing recommendations, establishing and monitoring daily activities and providing periodic reviews and evaluations
  • Develop marketing plan and materials for housing units, including developing and distributing advertising materials
  • Coordinate housing application process, waiting list procedures and timely rent-up for housing vacancies, including ensuring that all procedures meet with all government regulations governing the housing units
  • Coordinate eligibility verification and rent calculations with Shelter Plus Care and/or housing authorities
  • Track and monitor rental collections and prepare 10 day notices
  • Coordinate and interface with facility management staff to ensure readiness of units and work orders for maintenance or repairs
  • Develop and monitor budgets for each APC property, including preparing reports for review by Housing & Services Director. Approve invoices for Property Management and Facilities
  • Establish and maintain all reporting and documentation systems outlined in the APC Housing Operations Manual, including preparation of occupancy reports, master tenant lists, monthly rent rolls, and others as needed
  • Establish and maintain positive community and resident relations through regular meetings, communications, visits and other community building activities
  • Represent APC for all legal proceedings concerning property management issues. Work directly with local legal agencies to coordinate evictions, court stipulations and other legal notices
  • Facilitate and mediate tenant issues related to the lease and property management functions and policies
  • Facilitate housing and services team meetings
  • Responsible for on call emergency rotation
  • Monitor and evaluate facility related functions (Unit Ready, Work Orders, Grounds and Special projects)
  • Act as the 504 coordinator for APC, responsible for tracking and monitoring practices for all Reasonable Accommodation requests
  • Responsible for implementation and data quality control for Yardi Beacon, including: providing reports and training to staff and interfacing with operations and tech support
  • Maintain a professional relationship with all commercial tenants, addressing facility related issues based on contract, and tracking rent
  • Other duties as assigned


QAULIFICATIONS & EXPERIENCE

  • B.A. degree or equivalent experience
  • Three years experience in residential property management, including demonstrated progressively responsible residential property management experience and knowledge of landlord-tenant law and procedures
  • Two years supervisory experience
  • Two years of experience working with facilities and property maintenance
  • Two years experience working with low-income, diverse and/or homeless populations
  • Possession of COS or ability to pass within 6 months of employment
  • Good understanding of accounting functions
  • Requires computer literacy including knowledge of Windows PCs, Microsoft Office and demonstrable experience using Realpage or other similar property management software
  • Brokers License or ability to complete certification for brokers license desired.

Salary : $100,000 - $120,000
