Job Description

ACCOUNTING SUPERVISOR – PUBLIC HOUSING AUTHORITY

Summary:

The Accounting Supervisor, under general supervision, is responsible for performing supervisory, administrative, accounting, budgeting, financial planning, and technical work of considerable difficulty involved in the major accounting functions of the Housing Authority.

Essential Duties and Responsibilities:

  • The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require presence in the workplace on a regular basis and regular attendance must be maintained.
  • Prepares and assists external auditors in the preparation of Prepared by Client (PBC) requirements for the annual audit.
  • Prepares, maintains and reviews accounting books, records, ledgers, and vouchers in a timely and accurate manner to assure compliance with regulatory requirements and generally accepted accounting principles (GAAP).
  • Ensures accuracy and timeliness in classifying and recording of financial and business transaction data.
  • Ensures compliance with covenant, loan agreements, HUD and other regulatory and contractual requirements.
  • Research authoritative literature for proper treatment of economic transactions and record transactions for multiple companies.
  • Preparation and review of white papers and subsequent training on GASB pronouncements.
  • Coordinate with other departments to provide training as needed, or requested.
  • Provide counseling and support to Finance & Accounting personnel, as needed, through discussions about performance or other job related concerns.
  • Develop, implement and provide training and materials to staff.
  • Oversee annual inventory, reconciliations, and daily cash management activities.
  • Reviews technical, legal and regulatory documents to assess the nature and substance of the agreements and its accounting treatment and reporting requirements.
  • Prepares and submits various scheduled and special reports, budgets, records and statistical information for presentation to the President and CEO, Board of Commissioners, HUD and others, as may be necessary to assure regulatory compliance and/or assist in organizational decision making.
  • Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and private agencies
  • Monitors, interprets, and implements GASB pronouncements and other accounting standards
  • Interpret financial transactions and events to ensure that they are recorded in the general ledger appropriately.
  • Makes assignments, schedules work flow, reviews completed work, and provides technical assistance to the staff in the areas of HUD and other agencies accounting procedures and generally accepted accounting principles, internal controls, accounting/auditing, data processing, accounts receivable, and statistical activities.
  • Collaborate in the development and implementation of goals, work plans, performance measures and continuous improvement of service delivery.
  • Develop and maintain Standard Operating Procedures (SOPs).
  • Enforce department policies and procedures.
  • Performs a variety of technical and administrative accounting work.
  • Meets with staff in other divisions to provide assistance in budgetary, accounting, internal controls and data processing matters.
  • Designs and manages administrative and financial systems process improvements.
  • Schedules external audits, review supporting documentation for financial statements and provide technical assistance to independent auditors.
  • Adapts conventional accounting and record keeping functions to computerized accounting processes.
  • Works on special projects as directed by upper management.
  • Prepare narrative reports that are consolidated into the annual audit reports for various companies.
  • Manages the preparation of internal and external financial statements including cash flow statements and review for deviations from expected results and unusual patterns in operations. Explain such results to resolve any open concerns of independent auditors and/or management.
  • Other duties as assigned.

Education and Experience:

Bachelor’s Degree (B.A.) form an accredited four-year college or university in Accounting required with a minimum 3.00 GPA in Accounting courses.

Two (2) years accounting experience in the specialized areas of Public Housing, Assisted Housing, HUD programs or other affordable housing programs; or three (3) years of supervising general ledger accounting work.

Successful completion of a criminal history background check, education, and work history verification, and drug screening test.

License and Certifications:

  • Texas Class “C” driver’s license at the time of placement and be insurable by the Housing Authority’s liability and fleet carrier.
  • CPA, CMA, CIA, MBA or MPA preferred.
  • Must have the ability to earn certifications as required by assigned tasks.

Technical Skills:

  • To perform this job successfully, the employee should have:
  • Knowledge of governmental accounting principles and practices.
  • Knowledge of theories, principles, and practices of accounting including GAAP guidelines and GASB pronouncements.
  • Knowledge of automated accounting systems and software.
  • Knowledge of City and departmental policies, procedures and administrative systems.
  • Knowledge of Federal, State and local laws, ordinances, policies and regulations relating to the assigned area of responsibility.
  • Knowledge on performance of variance analysis.
  • Knowledge of principles and practices of financial accounting.
  • Skill in utilizing personal computers and associated MS Windows- based software applications (e.g. Word, Excel, Outlook) in the completion of assignments.
  • Ability to communicate clearly and concisely, both verbally and in writing.
  • Ability to create and use computer spreadsheets and graphical presentations.
  • Ability to prepare a variety of financial statements, reports, and analysis.
  • Ability to read, analyze, interpret and/prepare complex financial and accounting documents, reports, and presentations.
  • Ability to schedule and coordinate projects, set priorities, and adapt to changing priorities.
  • Ability to work independently in the absence of supervision.
  • Ability to establish and maintain effective working relationships with co-workers, management, and the general public.
  • Ability to maintain confidential information.
  • Ability to perform all the physical, intellectual, and analytical requirements of the position, including decision making.

Additional Information

This is a full time position.  Base salary is $ 45K to $ 55K plus monthly production bonus.
