Under general supervision, performs daily work assignments for the Water Production Division of the Utilities Department in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

Recruitment Qualifications

Required at the time of hire :

High School Diploma or GED equivalent;
Current Water Supply Level 3 (WS3) certification
issued by the New Mexico Water Quality Control Commission;
Valid Traffic Control Technician (TCT) certification;
Successful completion of NM811 training (Excavation Law Class) within sixty (60) days; and
Valid New Mexico Class A Commercial Driver's License with Tank (N) endorsement and a driving record acceptable to the City of Alamogordo. Drivers shall be granted a period of six (6) months to upgrade and remove an automatic transmission (E) restriction if one exists.

Required within forty-eight (48) months of hire date :

Water Supply Level 4 (WS4) certification

issued by the New Mexico Water Quality Control Commission.

Desired :

Valid Water Sample Tech 1 (WST1) or Water Sample Tech 2 (WST2) issued by the New Mexico Water Quality Control Commission.

The NMED Utility Operator Certification Program determines minimum qualifications for certifications. Testing eligibility and renewal requirements are subject to change pursuant to the Program.

Essential Duties

Understands water treatment theory / technology and applies that knowledge to the water treatment process;

Interprets all charts, trends, graphs, and test results;

Ensures that water operations comply with operating guidelines and that treated water is safe and acceptable entering the distribution system;

Inspects potable water production equipment and facilities to locate and report needed repairs and maintenance; reports and / or corrects unsafe working conditions;

Receives supplies delivered and ensures that they are properly stored; reports need for materials to supervisory staff;

Participates in a variety of special projects, such as the construction of piping and structural systems related to water treatment processes and conveyance;

Operates a variety of heavy equipment, including backhoes, excavators, front-end loaders, bulldozers, dump trucks, and tractor-trailer combinations;

Responsible for proper traffic control compliance using the Manual of Uniform Traffic Control Devices (M.U.T.C.D.) standards to ensure employee safety with equal considerations for public safety and convenience;

Maintains and updates accurate records for the treatment process and prepares logbook entries;

Installs, maintains, repairs, modifies, troubleshoots, and services potable water production operations machinery and equipment, including pumps, valves, motors, meters, tanks, reservoirs, feeders, and online analyzers; changes lubrications;

Generates and reviews Standard Operating Procedures (SOPs) for troubleshooting, maintenance of equipment, and water treatment process;

Becomes familiar with operation manuals such as maintenance, treatment, and safety;

Reads, records, and interprets information taken from computers, gauges, dials, and other instruments; acts on the information as appropriate;

Monitors, interprets, and adjusts computerized Supervisory Control and Data Acquisition (SCADA) controls;

Performs preventative maintenance; oils, greases, cleans, and otherwise services potable water production equipment; uses hand and power tools to remove, install, and make minor repairs, modifications, or additions to potable water production facilities;

Performs general potable water production facility upkeep such as sweeping, mopping, cleaning, sanding, and painting; performs general groundskeeping and housekeeping as required;

Ensures tools and equipment are properly maintained and meet any scheduled maintenance requirements;

Responds to customer complaints regarding water problems;

Checks, repairs, and performs preventative maintenance on pressure reducing / presser sustaining valves;

Regulates pressures and flow rates in accordance with demand, storage, and production from other sources;

Monitors, operates, maintains, troubleshoots, and adjusts potable water treatment process equipment, including pumps, motors, pressure-reducing valves, pressure-sustaining valves, pump control valves, water tanks, wells, chemical feed systems, and related plumbing components;

Controls the application of hazardous materials and chemicals associated with water treatment processes;

Assists with daily rounds of wells, booster stations, and reservoirs; measures and records flow, pressure, and chemical feed dosages; records gallons pumped and number of hours each system ran the previous day;

Secures and transports hazardous chemicals to various facility locations and assists with the transport function by off-loading and loading hazardous chemicals for transport;

Runs routine laboratory tests to determine proper chemical treatment;

Maintains chemical feed pumps to ensure proper dosage of chemicals;

Calibrates water process equipment;

Maintains and calibrates various electronic and mechanical equipment;

Collects various water samples for laboratory analysis and performs simple water quality analysis tests;

Collects water samples to monitor and analyze residuals for disinfection control when needed;

Assists with the collection of all water compliance samples as required by the New Mexico Environment Department (NMED);

Conducts water analysis tests to ensure safety and water quality by collecting representative water samples and testing for contaminants and properties associated with water treatment processes;

Collects representative water samples to be used by other agencies for water analysis testing for regulation compliance;

Assists in the development and implementation of appropriate operator training programs and conducts classes to improve operator knowledge, skills, and abilities;

Provides on-the-job training to less experienced employees as assigned; may be called upon to provide functional supervision on a project basis as needed;

Guides and explains operations to visiting groups;

Assists other divisions during emergencies or as may be required to maintain quality service to customers;

Drives a City vehicle in the performance of duties;

Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;

Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and

Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES

Must obtain and maintain required licenses and certifications;

Provides on-the-job training to less experienced personnel as assigned;

May be called upon to provide functional oversight at worksites;

Required to perform on-call rotation duties outside of normal work hours, including evenings, weekends, and holidays;

Non-traditional work hours are necessary during evenings, weekends, and holidays to prevent or reduce the disruption of water services to customers;

Maintains the confidentiality of information obtained during the performance of duties; and

Performs such other duties as may be assigned.

Work Environment

Work is typically performed outdoors and may be subject to inclement weather conditions;

Daily physical labor that includes extended periods of sitting, standing, walking, kneeling, bending, reaching, climbing ladders, lifting heavy objects, and swinging heavy hammers;

May be subject to repetitive motion such as painting, digging, driving;

Lift and / or move items weighing up to fifty (50) pounds; the lifting of any object greater than fifty (50) pounds by a single individual is prohibited. Lifting objects, materials, or equipment weighing more than fifty (50) pounds requires the buddy system or the use of devices designed to assist with lifting or moving. Proper lifting techniques shall be used when lifting items of any weight;

The noise level in the work environment is usually moderate to loud;

May be exposed to hazardous traffic conditions as well as hazardous chemicals, contaminants, pathogens, and toxins;

Will work near gas lines, meters, and other utilities, including electricity;

Work will be performed near moving mechanical parts; and possibly in high or precarious places;

Hazards include exposure to insects, rodents, snakes, and other wildlife typical of the southwest;

Terrain may be uneven or undeveloped; and

Required to wear personal protective equipment (PPE) appropriate for job assignments, including protective footwear, marked by the manufacturer, with a minimum standard of M / F I / 75 / C75, 6" ankle height work boots, per current ASTM F2413 standard.

Pay range is based on position.

INSURANCE BENEFITS

Medical and Dental coverage are paid 60% by the employer and 40% by the employee.

A $50,000 life insurance policy is provided at no cost to the employee.

Vision and Disability coverage are available at 100% of the cost being paid by the employee.

RETIREMENT

The City of Alamogordo participates in the New Mexico Public Employees Retirement Association (PERA).

The following information pertains to a member of the PERA plan on or after July 1, 2013 (Tier 2) :

PERA Retirement Plan Tier 2

85 or age 65 with five (5) years of service

Five (5) year vesting period

90% pension maximum (2% pension factor)

Five (5) year final average salary calculation

Employee contribution equals 7.55% pre-tax

Employer total contribution equals 15.90%

Retiree health, NM plan, requires a 1% employee contribution

FLOATING HOLIDAY

One (1) Floating Holiday per fiscal year.

Employees begin accruing Paid Time Off ( PTO) immediately. For the first five (5) years an employee can earn 21.5 days per year. Accrual rates increase incrementally after five (5) years of service and based on subsequent service years.

PTO is available for use after the introductory period is successfully completed.

PTO cash-out options based on accrued balance.
