FLSA STATUS:  Non-Exempt
SALARY GRADE RANGE:  $17.51-$19.57/hour DOE

JOB SUMMARY:
Works cooperatively with Treasurer/Public Trustee and Deputy Treasurer/Public Trustee in performing the functions of the office, in the collection, distribution and reconciliation of taxes. Represents the department in a professional and courteous manner.

ESSENTIAL JOB FUNCTIONS: (The following are illustrative of essential functions to perform duties and responsibilities of the job.  The position may not be required to perform all duties listed, and may be required to perform additional tasks as needed by the Department.   • Performs all functions of the Treasurer's office, in the collection, distribution and reconciliation of taxes
  • Responds to phone calls & assists customers, responds to general public requests
  • Handles customer service with phone calls and customers in the office.  Must be knowledgeable about the collection system to answer customer questions.  Answers telephone calls and emails. 
  • Receipts tax payments into collection system.  Follows procedures for redemptions of tax lien payments and entry onto Certificate of Purchase forms.  Is knowledgeable about the redemption process in order to properly assist owners and determine eligibility for redemption.  Prepares check for lien holder after redemption is completed. 
  • Reconciles Clerk and Recorder’s Daily receipt and money and prepares it for deposit.  Maintain reports of transactions
  • Prepares check for Clerk and Recorder’s when requested  
  • Conducts daily balancing duties of all Treasurer collections. Balances receipts, prepares deposits and runs reports. Maintains reports for use in month end balancing. Processes daily payments received by mail
  • Processes pre-payments
  • Run mail daily
  • Assists Deputy Treasurer with month end balancing, reconciliation and distribution to County entities and school districts
  • Organizes all return tax notices and delinquent tax notices and makes entry information into schedule #’s in the system
  • Notifies Assessor’s office of change of addresses
  • Process credit card payments by phone and reconciles these payments at month end
  • Completes miscellaneous receipts for all payments received from finance, nursing, sheriff, social services, land use or other departments and posts to correct fund.  Advises co-workers or treasurer of any concern regarding payments received or posting issues
  • Prepares Certificates of Taxes Due.  Prepares monthly billings for accounts and is responsible for collection
  • Prepares authentication forms for manufactured homes and determines current and pre-pay taxes due.  Receipts in payments and signed form to be used for request for title. 
  • Receipts monthly SOT payments from State of Colorado and enters into fund ledger
  • Prepares and mails endorsement notices to tax lien holders   
  • Keep supplies ordered for office use.  Organize and maintain files in office
  • Review releases of Deeds of Trust.  Enter releases into the collection system
  • Take daily bank deposit and pickup daily mail from post office  
  • Other duties as assigned by supervisor
  • Ability to work schedule to meet all the obligation of the position
  • Ability to work independently or in a team
  • Ability to communicate (verbally & in writing) in English
  • Ability to follow the policies and procedures of the County
  • Ability to meet the physical requirements listed below
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential function satisfactory.  The requirements listed below are the minimum qualifications one must have as well as a representative of the knowledge, skill and ability required.

   
Knowledge:
  • Must have a thorough knowledge of the Shared Service Collection System for office operations and to answer customer questions. 
  • Knowledge of standard office procedures and practices
  • Knowledge of related computer software, including word processing and spreadsheets, grammar, spelling and punctuation, along with general office equipment, (copier, facsimile machine, calculator, postage machine, scales) and office procedures and practices.
Skills:
  • Effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization
  • Intermediate level computer skills proficiency in Microsoft Excel and Word
  • Proficient with 10-key
  • Capability to perform numerical calculations; verify information from complex forms and transfer to easy-to-read reports.
Abilities:
  • Ability to read, write and comprehend simple to detailed instructions, correspondence, and memos.
  • Able to concentrate and pay close attention to detail with constant breaks in concentration associated with answering phones or speaking in person to citizens and staff requiring assistance. Work in a fast-paced environment with heavy workloads. Ability to deal with problems involving several concrete variables in standardized situations.
EDUCATION AND EXPERIENCE:
  • High School Diploma or GED
  • Previous banking experience or paralegal or title experience preferred
  • Must have good clerical and customer service skills
  • Relative college or tech school courses preferred

Minimal physical effort generally required in the performance of duties under typically office conditions. Position requires the ability to operate a computer keyboard at an efficient speed. This may involve repetitive hand movements and fine coordination. The employee is frequently required to use hands to finger, handle, or feel objects, tools or controls, and to reach with hands and arms. The position is required to stand, sit for long periods of time, talk and hear. Hearing and vision correctable to normal ranges; close-up vision and the ability to adjust focus across an audience.  Occasionally, the position may stoop, bend, kneel, crouch, carry, twist and push and/or pull light to moderate amounts of weight.  The employee is required to communicate both orally and in writing. Employee must be able to reach and manipulate objects, tools or controls, and lift up to 25 pounds. The noise level may be very quiet to noisy depending on the situation.  This position may be required to drive in a variety of weather conditions.
