Department: Transmission & Distribution

Reports To: Chief T&D Officer

FLSA Status: Exempt

INTRODUCTION:

Alaska Electric Light and Power Company (AELP) provides retail electric service for approximately 18,000 customers in the City and Borough of Juneau, Alaska. The transmission and distribution (T&D) department is responsible for operating and maintaining all equipment needed to get power from the point of generation to individual homes and businesses. This includes transmission lines, substations, and distribution systems. In addition to the equipment itself, the T&D department also develops and administers vegetation management and avalanche mitigation programs to ensure system reliability. The T&D department, led by the Chief T&D Officer, includes engineers, GIS and avalanche techs, both seasonal and permanent line crew, and supports engineering interns each summer. T&D staff work closely with other AELP management and operations staff, local contractors, customers, and local and state government employees.

POSITION SUMMARY:

This position provides project management and engineering support for capital improvement projects, operations, and maintenance activities for AELP, Snettisham, and KWETICO transmission and distribution facilities. Duties include design and construction of transmission and distribution systems and furthering related O&M programs to provide safe and reliable electrical systems.

KEY OR ESSENTIAL FUNCTIONS:

  • Provide project management and engineering support for capital, operation, and maintenance activities for transmission and distribution facilities owned or operated by AELP.
  • Responsible for all aspects of project management of multiple interdisciplinary projects, including planning, permitting, coordination with stakeholders and internal staff, budgeting and cost estimates, design, construction, inspection, documentation, and contract execution.
  • Responsible for procurement of engineering and construction services through RFP and/or bid processes. Manages workflow between AELP and professional consultants, contractors, and other project stakeholders.
  • Assist in future project scope development, budgeting, cost estimates, permitting, and timing.
  • Design, conduct and manage specialized studies related to operation and maintenance of AELP’s electrical system; identify alternatives and make recommendations based on company goals.
  • Assist in the development, utilization, and improvement of T&D asset management, tracking, and mapping to enhance O&M program value.
  • Serve in on-call rotation as a Duty Engineer for after-hours calls.


SECONDARY FUNCTIONS:

  • Fill in during the absence of the Chief T&D officer.
  • Manage construction of new line extensions for subdivisions, residential, commercial, and streetlight installations.
  • Develop engineering design and construction standards, specifications, drawings, and material standards.
  • Analyze the electrical system for efficient and safe operation and assist with updates to the electrical system engineering model, databases, and one-lines.
  • Participate in the design and configuration of AELP and Snettisham protective relay and transfer-tripping schemes.
  • Update T&D system drawings including one-lines.
  • Assist with updating T&D system procedures.
  • Assist with T&D facilities compliance with all federal, state, local, environmental, and safety regulations that apply.
  • Assist in the preparation and implementation of departmental planning and budgets.
  • Provide support to other departments.

QUALIFICATIONS/REQUIREMENTS:

A Bachelor’s degree in engineering (civil or electrical preferred), construction or project management, land surveying, or other similar discipline preferred; five (5) years of project management and/or engineering design and construction management experience in the electrical industry preferred.

Demonstrated working knowledge of transmission and distribution systems, substations and electrical system operations preferred.

A Professional Engineering License in the state of Alaska or Project Management Professional certification preferred.

A valid Alaska State Driver’s License is required.

EQUIPMENT UTILIZED:

Duties of this position will require the ability to:

  • Operate a personal computer, Microsoft Office programs, AutoCAD, and ESRI ArcGIS.
  • Operate standard office equipment and machines.
  • Operate portable and mobile two-way radios.
  • Test equipment including multi-meters, insulation resistance testers, micro-ohmmeters and other test equipment.
  • Use a meter puller to remove electrical meters for troubleshooting in emergency situations.
  • Wear and care for PPE including 1kV and 15kV rubber gloves, FR clothing.
  • Switch high voltage equipment in emergency conditions.

PHYSICAL REQUIREMENTS:

To meet all expectations of this position, the employee will need to be able to lift ten (10) pounds without assistance and sit for long periods of time. Employee will also need to be able to fly in helicopters and single-engine airplanes. At times, the employee will need to be able to work outdoors in inclement weather for long periods of time.

The nature of this work requires that the individual resides on the Juneau road system in an area that has adequate phone coverage.

  • Work in a fast-paced environment, with constant interruptions and distractions. The ability to multi-task, adapt to changing priorities, and meet set deadlines is required.
  • Attention to detail and strong organizational, analytical, drafting, and proofreading skills are required.
  • Must be able to work efficiently with little or no supervision to meet deadlines and balance multiple tasks.
  • Able to work well and complete duties accurately while under pressure, while attending to multiple duties simultaneously.
  • Have demonstrated ability to be punctual and reliable in attendance.
  • Engage projects of varied engineering disciplines.
  • Give instructions clearly orally and in writing and oversee the work of others effectively.


WORK ENVIRONMENT:

Alaska Electric Light and Power Company maintains a drug-free workplace with a commitment to safety and job satisfaction. All employees must comply with AELP company policies, including the Drug and Alcohol Policy.

This individual will have to respond to after-hours call-outs, day or night, and in all weather conditions.

Normal work hours are Mon-Fri, 8am to 5pm, with a one-hour lunch. Additional hours may be required-

At times, this individual may be required to travel outside the Juneau area.
