Analysts serve as subject matter experts in facilitating departmental development of environmental policies and procedures and construction permitting requirements specific to HUD’s regulations.

OVERVIEW
Environmental Impact Analysts perform advanced professional level duties in preparing Environmental Reviews. Incumbents conduct routine environmental research on each HUD-assisted project and its potential environmental impacts to determine whether it meets federal, state, and local environmental standards.
Analysts serve as subject matter experts in facilitating departmental development of environmental policies and procedures and construction permitting requirements specific to HUD’s regulations.
This position is a flex position.
This is an exempt, non-supervisory position.
SUPERVISION RECEIVED AND EXERCISED
Under the direction of the Facilities Management Director and the Lead Construction Coordinator for the planning team, positions in this class performs complex technical and administrative duties and exercises independent judgement and action in carrying out their assigned responsibilities. Analysts serve as subject matter experts in facilitating departmental development of environmental policies and procedures and construction permitting requirements specific to HUD’s regulations at 24 CFR 50.4, 58.5, and 58.6. May assist the Director in the analysis of Division’s budget units. This position also serves as a liaison within the department in planning, preparing, and tracking budget activity.
This position is expected to administer reoccurring contracts. This position to backup Facilities Program Manager and Facilities Mangement Technician.
EXAMPLES OF DUTIES
Evaluate planning and design documents; work with project managers and other professionals to gain understanding of project scope and recommend changes to minimize environmental impacts and comply with state and federal regulations.
Work with project managers to monitor and report on project schedules, ensure environmental commitments are included in project design plans and specifications, and effectively recommend actions to mitigate environmental impacts.
Research, collect, and analyze data to determine the possible environmental impacts of proposed transportation or construction projects on the environment, animal behavior, public use, and social patterns.
Train, guide, and mentor staff in interpreting environmental laws and regulations; determining Categorical Exclusions; researching, analyzing, and documenting potential impacts of construction projects; and developing appropriate mitigate measures.
Work with agency management in the development of standards and procedures for addressing analysis and documentation of unusual environmental elements, design features, or controversial issues.
Plan, schedule, coordinate, and monitor the analysis and evaluation of environmental impacts of large, multi- phase construction projects.
Review and edit documents prepared by other staff; assemble information from staff and contractors into complete package.
Draft documents to provide information on proposed construction projects and ongoing activities to regulating agencies. Demonstrate compliance with laws, regulations, and mandated mitigation measures.
Monitor construction activities for compliance with permit requirements; advise and educate agency staff on environmental requirements; identify and correct violations; and determine methods for resolving emergencies, project changes, and unplanned events; report on compliance with requirements to regulating agencies.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
Considerable knowledge of the environmental considerations in construction and transportation projects and the drafting of Reviews.
Considerable knowledge of state and federal environmental regulations and permitting processes.
Considerable knowledge of HUD environmental review compliance with Federal related laws and authorities listed at 24 CFR 50.4, 58.5, and 58.6.
Considerable knowledge of research techniques and methods.
Considerable knowledge of the use of reference materials and the logical organization of information to present a variety of data and support a conclusion.
Considerable knowledge of the principles of an environmental, ecological, biological, or physical science. Ability to manage an environmental assessment project, coordinate and lead the activities of professional staff, and produce a thorough, timely product.
Ability to obtain and compile information, data, and facts from a variety of specialized sources. Ability to investigate an issue, determine the relevant facts or factors, and evaluate their significance.
Ability to understand and analyze data in a variety of engineering, socioeconomic, and physical sciences fields. Ability to communicate technical information to a variety of audiences, both verbally and in writing.
Skills and Abilities:

MINIMUM QUALIFICATIONS:
Bachelor’s degree from an accredited college in environmental engineering, mathematics, accounting, public administration, or closely related field and
Two (2) or more years of progressively responsible experience as an administrative assistant, environmental assistant, environmental specialist, community planner, monitoring programs, or project compliance.
Substitution: Additional professional work experience may be substituted for the required education on a year-for-year basis.
