Summary
Under specific to limited direction depending on the level, provides construction cost estimates for the various stages of construction projects resulting in a budgetary cost estimate for all construction work. Develop job cost history for construction and provide quality assurance. Develop and maintain professional relationships within the Engineering services group.
Responsibilities
Construction Estimator I
Assist in developing estimated construction costs during all design phases; conceptual, 35%, 65%, and 95% drawings submittals as requested. Assists in development of parametric models based on historical project data. Assists and documents project close out cost analysis; comparing final project cost to base budget estimate plus any budget modifications. Supports the department with ongoing development and maintenance of computerized estimating programs and databases.
Construction Estimator II,III, & III
Produce cost estimates and cost estimate back up information consisting of, but not limited to, vendor quote gathering, material takeoffs, material costs, construction man-hours, man-hour costs, numbers and type of construction personnel, construction equipment costs, tools and consumables costs, living quarters costs, site transportation equipment, etc., heavy equipment mechanic costs, and transportation costs for all the above
Follow a systematic process for cost estimation based on design drawings and specifications, utilizing the latest materials cost, historical information and project information.
Coordinates with Project Management and Design team concerning any additional/clarifying information required for the cost estimates.
Construction Estimator IV
Serves as the lead estimator and contact for internal and external customers on assigned projects and communicates with functional area manager regarding status of projects.
Provides supervision, guidance and mentorship to estimating staff.
Coordinates with functional area manager to develop goals, priorities, assigning tasks and projects for Construction Estimators I-III.

KNOWLEDGE And SKILLS
Bachelor’s Degree in Project Management, Construction Management, Engineering or construction-related field. Certification in construction related field and progressively responsible professional/exempt work experience may be substituted on a year-for-year basis for college education.
Minimum Experience Qualification
Construction Estimator I
Non-supervisory - Two (2) years professional work experience in the construction estimating field an equivalent combination of relevant education and/or training may be substituted for experience.

Supervisory - None.
Construction Estimator II
Non-supervisory - Five (5) professional work experience in the construction estimating field an equivalent combination of relevant education and/or training may be substituted for experience.
AND
Supervisory - None.
Construction Estimator III
Non-supervisory – Eight (8) years professional work experience in the construction estimating field an equivalent combination of relevant education and/or training may be substituted for experience. INCLUDING two (2) years’ experience in Alaska.
AND
Supervisory - None.
Construction Estimator IV
Non-supervisory – Ten (10) years of experience in the engineering, construction/project administration or construction/project management field, OF WHICH four (4) years construction/project experience in Alaska. An equi v valent combination of relevant education and/or training may be substituted for experience.
AND
Supervisory - Two (2) years involving employee supervision.
Preferred Experience Qualification
Estimator III & IV
Depending on the needs of the organization, some incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas.

KNOWLEDGE And SKILLS
- Knowledge of reading, comprehending and communicating technical information to others using documents, drawings and interpersonal skills effectively.
- Knowledge and ability to read engineering plans, contracts, and material specifications.
- Knowledge of OSHA standards as applicable to the construction industry.
- Knowledge of construction cost estimates, materials, methods, tools, construction management and project scheduling.
- Knowledge of applicable building and trades codes, formal training and experience in construction project management, cost estimating, and scheduling.
- Knowledge in field construction techniques, labor and equipment requirements.
- Knowledge of Excel, using formulas and pivot tables.
- Knowledge of computer software, including; Construction Scheduling and Cost Estimating applications.
- Skill in verbal and written communication.

- Plumber or Electrician Certificate of Fitness.
- American Institute of Constructors (AIC) “Certified Associate Constructor” or “Certified Professional Constructor”.
- Construction Management Association of America (CMAA) “Certified Construction Manager”.
