Summary: With limited supervision, manages Application and/or Clinical Informatics team in the implementation and ongoing support of multi-service software applications used at ANTHC. The team may be specific to an ANTHC Division, across ANTHC including ANMC, and including ATHS sites as per established agreements.

Responsibilities:

Brings expertise or identifies subject matter experts in support of multi-functional efforts to identify, interpret and produce recommendations based on company system's needs. Guides the team to resolve integration issues with other software packages and suggests/recommends changes based on previous experience and knowledge. Lead system setup reviews with each service/department for accuracy and completeness. Collaborate with business partners to effectively respond to queries, analyzing root cause and providing solutions (short term and permanent upgrades) per departmental/organizational procedure.

M onitors the efficiency and effectiveness of application operations and troubleshooting problems, as necessary. Provides training on current software applications as required or requested. Enforces an awareness of the importance of data validity and data security. Assists team members and the user community in data gathering and analysis. Remains current with regulatory changes impacting applications delivery.

L ead conversations and documentation of functional requirements of systems configuration changes and updates. Work with business leaders to determine their business needs to transform them into information technology system requirements. Develop strategy and vision for the effective use of integrated software systems.

I nterprets user concerns, defines requirements, inputs recommendations towards solutions, and recommends direction of new software strategies to improve business needs. Integrate research, team ideas, and client feedback into solution requirements. Works with programmers and other HIT departments in testing of software, identifying software problems and requesting enhancements. Uses existing HIT processes, procedures, best practices, and software whenever possible into daily work.

S erves on assigned committees or special projects, contributing within area of expertise. Act as liaison with internal and external partners.

D esigns and champions data management for the user community and manages contracted vendor relationships.

E stablishes effective interpersonal relationships with all levels of user community personnel. Promotes an atmosphere that encourages enthusiasm and user participation with applications. Creates a positive environment for reporting application and/or system deficiencies and suggestions for system improvements and enhanced functionality. Promotes teamwork and participates as an active member of the team. Understands the mission vision and values and maintains the work environment to support.

P rovides leadership, direction, and guidance to assigned staff. Develops staff goals, priorities, training, and skills. Trains and mentors assigned staff, trains customers as needed. Administers and maintains overall secure compliant environment for business systems.

MINIMUM EDUCATION QUALIFICATION

A Bachelor’s degree in informatics, computer programming, software engineering or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education

MINIMUM EXPERIENCE QUALIFICATION

NON-SUPERVISORY - Seven (7) years’ experience in applications support or related field. Proven ability to provide enterprise wide solutions in support of complex data systems and the associated application users.

S UPERVISORY - Two (2) years’ experience involving employee supervision. An equivalent combination of relevant education and/or training may be substituted for supervision experience.
