Summary: Under limited supervision, provides direct leadership and coordination for the staff and operations of Regional Supply Service Center, Materials Management, and Central Supply at the Alaska Native Tribal Health Consortium (ANTHC). This position reports to the Vice President of Supply Chain Operations.

Responsibilities:

Provides leadership, direction, and guidance to assigned staff. Develops goals and priorities in conjunction with organizations strategic goals.

R epresents Supply Chain Operations in divisional and organization-wide planning. Develops, implements and monitors quality improvement and assurance programs. Supports and fosters a positive work environment that demonstrates continuous quality improvement in operations and customer service. Establishes and assures compliance with guidelines and policies in all divisions of Supply Chain Operations.

P rovides leadership on proactive supply chain management strategies addressing daily supply chain operations including customer relationship management, process and project management. Maintains oversight of global supply chain shortages that may impact operations.

S erves as the primary internal and external customer interface. Advances strategies and implements supply chain programs including but not limited to product standardization, Value Analysis, supply formulary standards, capital equipment acquisitions and procurements. Coordinates these purchases as applicable with the director of Procurement and Contracting.

M anages business reviews associated with distribution agreements and supplier partnerships, which provide medical/surgical supplies, non-medical/surgical supplies, capital/non-capital equipment.

D irects the daily operations of Regional Supply Service Center, Materials Management, Central Sterile Supply including planning, organizing, and implementing and evaluating programs. This position is responsible for the quality of services provided.

D irects the management of the ANMC mailroom and daytime courier functions that support clinic and business operations for ANTHC.

C ollaborates with key stakeholders in developing the direction of Cerner Supply Chain application, InforCloud Suite application and all HIT aspects of supply chain within Alaska Native Tribal Health Consortium.

D emonstrates knowledge of supply chain management accounting processes, cost/benefit analysis, Quality Control, inventory-control systems, GPO, strategic planning, healthcare supply vendors and manufacturers.

T his position is responsible for margin management initiatives. Consistently identifying opportunities to improve cost, quality and outcomes of supply management and utilization.

D evelops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations.

D evelops, manages and monitors project budgets and department contracts. Completes internal and external written and oral reports professionally and in a timely manner. Coordinates with ANTHC finance department to insure timely and accurate financial reporting.

P erforms other duties as assigned.

K nowledge of budgeting, planning, procedure development and implementation and reporting techniques.

S kill in effectively managing and leading staff, and delegating tasks and authority.

S kill in assessing and prioritizing multiple tasks, projects and demands.

S kill in using analytical and research skills to define and solve problems.

S kill in assessing and implementing process improvements.

S kill in purchasing, budgeting and inventory management techniques.

S kill in establishing and maintaining cooperative working relationships with others.

M INIMUM EDUCATION QUALIFICATION

A Bachelor’s Degree with emphasis in business administration, economics, or a related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

M INIMUM EXPERIENCE QUALIFICATION

N on-Supervisory - Seven (7) years progressively responsible supply chain management experience in an acute care hospital environment. An equivalent combination of relevant education and/or training may be substituted for experience.

S upervisory - Three (3) years of supervisory experience in acute care hospital supply chain management. An equivalent combination of relevant education and/or training may be substituted for experience.
