Summary:
Under minimal supervision, implements sanitation facility construction projects in rural Alaska, through hands on skills in the electrical trade. Projects are typically completed in a ‘force account” setting through a cooperative agreement between ANTHC and the community government.
Responsibilities:
Provides all electrical distributions and control systems necessary for sanitation facilities. Assesses and adjusts priorities and refocus efforts as needed to meet individual project requirements, workload, and program objectives.
Conducts project review and planning. Reviews blueprints and specifications; ensures drawings and specifications will function as designed in environment intended for use. Provides material take-offs for electrical facilities equipment requirements for. Constructs electrical control panels. Rough-in and finish wiring of buildings, well houses, sewage lift stations, water treatment facilities, and control systems. Coordinates or prepares shipment of materials and supplies for electrical construction to the job sites.
Installs system components and wiring in compliance with the NEC, NESC, NFPA and the UFC. Installs, troubleshoots, repairs and maintains electrical control circuits for motors and control devices for various electrical devices. Proposes changes or modifications to plans to enhance operation and efficiency of systems plans and specifications for sanitation facilities.
Plans and coordinates the implementation of designed facilities in accordance with approved agreements through field staff and village labor force. Schedules critical and non-critical activities effectively for project success. Train and direct skilled and unskilled labor forces.
Provides electrical systems training assistance for rural system utility operators. Provides technical Assistance/Emergency Response of existing facilities electrical systems. Responds to sanitation facilities emergencies as directed to protect life, public health and property.
Performs other duties as assigned.

KNOWLEDGE and SKILLS
· Knowledge of installing, repairing, and operating building electrical and emergency power generation systems.
· Knowledge of operating, troubleshooting, and maintaining electrical systems of various applications.
· Knowledge of National Electrical Code (NEC).
· Knowledge of local and national regulatory electrical codes and requirements.
· Knowledge of safety procedures for the installation, repair, and maintenance of electrical systems.
· Knowledge of safety precautions when operating motorized vehicles, equipment, and hand tools.
· Knowledge of the operation and programming Programmable Logic Controllers (PLC’s).
· Knowledge of Alaska’s culture and weather conditions.
· Skill in installing, troubleshooting, and maintaining electrical and emergency power generation systems.
· Skill in reading and evaluating electrical blueprints, panel layout sheets, and other technical schematics.
· Skill in using analytical and research skills to define and solve problems.
· Skill in operating motorized vehicles, equipment, and hand tools.
· Skill in establishing and maintaining cooperative working relationships with others.
MINIMUM EDUCATION QUALIFICATION
A high school diploma or GED equivalent.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Four (4) years of Journeyman Electrician experience. An equivalent combination of relevant education and/or training may be substituted for experience.
MINIMUM CERTIFICATION QUALIFICATION
Current State of Alaska Journeyman Electrical license issued by the State of Alaska Department of Labor and Workforce Development
ADDITIONAL REQUIREMENTS
Requires frequent travel to and within remote locations by small plane, boat, snowmobile, or ATV. Will be required to work outside the traditional work schedule. May be called out to work off-shift in emergency situations.
