Summary:
The Manager of Sourcing will support the Director of Procurement and Contracting in the Supply Chain Operations arena. This position will execute strategic procurement planning in various key departments at ANTHC. The Manager of Sourcing will engage with the Director of Procurement and Contracting on various strategic decisions and will interface with departmental / division leadership and Contract Administrators to achieve compliant, repeatable, logical and beneficial procurement plans. These plans will address all of the variables for a given procurement. The Manager of Sourcing will be responsible for comprehensive procurement plans for all agreements over $1M as well as agreements deemed critical to operations. This position will report to the Director of Procurement and Contracting and will have specific reporting goals on metrics ranging from vendor accountability to delivery of services. The Manager of Sourcing is responsible for ensuring that ANTHC is complying with policies regarding contract solicitations and compliance. Under limited supervision, manages and administers the procurement and contracting functions for ANTHC.


Responsibilities:
Brings experience towards procurement strategy for existing and future agreements at ANTHC. Willingness to understand markets, vendors, changing supply chains and ANTHC resource capability will be required to facilitate strategic procurement outcomes.

Experience with various ERP systems will be required to engage with system functionality upgrades that will impact end users visibility into agreements. Process documentation, gap analysis, efficiency identification will be heavily relied upon for this position. Process improvements relative to strategic sourcing and supplier portal modules.

Experience with Group Purchasing Organizations, GSA, NASPO pricing models to ensure that all pricing avenues are represented with any procurement at ANTHC as applicable.

Provides leadership and guidance related to developing and administering solicitations compliant with the regulations of the Federal Acquisitions Regulations Systems (FAR) and the Code of Federal Regulations (CCFR).

Provides leadership, direction and guidance to specific departments, Contract Administrators, Contract Officers and Materials Managers relative to sourcing and strategy and ensures that the procurement process is understood by customers and stakeholders. Supports monthly reporting of savings, KPIs, high dollar, high visibility agreements, number of solicitations and sole source procurements.

Leads efforts to maximize the amount of solicitation at ANTHC, driving dollar value savings as well as improved services, business requirements and management of professional services.

Partner with ANTHC Controllers to manage Board of Director agreement approvals in accordance with ANTHC’s Board Authority policy.

Support and improve vendor management system at ANTHC. Provide insights into specific KPIs by commodity code as part of on-going vendor accountability programs.

Manager of Sourcing will be the first line of scrutiny for sole source procurements at ANTHC. Manager of Sourcing will review non-competitive justifications for validity, need, emergency, criticality, value before moving to Leadership approval.

May be involved in high-profile solicitations involving sensitive information or stakeholders, requiring professional, courteous and respectful approach.

Reports to the Director of Procurement and Contracting on solicitation, approval, authority and other compliance issues relative to the procurement process.

Reviews, evaluates, and implements procurement processes, including but not limited to: RFP, IFP, RFQ, IFB, Non-competitive justifications, leadership signature processes, electronic signature, assignments, subawards, evaluations, scoring, system navigation and delegations. Negotiates and administers complex contracts.

Supports Director of Procurement & Contracting with analytics, savings opportunities, audits and reporting relative to contracting. Works closely SCO Leadership to identify SCM / Contracting initiatives with ANTHC strategic plans. Identify, assign and support internal projects beneficial to ANTHC Contracting.

Actively participates in organization wide quality control and cost savings opportunities related to contracting. Developing key metrics by continually increasing the amount of RFP’s being completed in the organization to increase competition and to reduce the amount of non-compete justifications used at ANTHC.

Engages and mentors staff on career development planning for clarity on expectations of current role, steps and benchmarks for proficiency relative to moving to next role.

MINIMUM EDUCATION QUALIFICATION
A Bachelor’s degree in Accounting or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory – Five (5) years of procurement or contract management experience. An equivalent combination of relevant education and/or training may be substituted for experience.
AND
Supervisory - Two (2) year involving employee supervision.
