What are the responsibilities and job description for the Enforcement Officer position at Albany County Government?
Job Summary
The Enforcement Officer is responsible for ensuring compliance of all zoning, building, and land use regulations adopted by Albany County. This person will conduct inspections of properties for non-compliance on a proactive and complaint basis. This person will need to become familiar with all county land use regulations and educate property owners and the general public on these regulations. This person will need to work closely with all Planning Department Staff and other county staff. Enforcement of non-compliant properties will be facilitated by this person through the adopted county enforcement process which includes both informal and formal procedures. In addition to these duties, this person will coordinate the annual county clean-up efforts through a tire and refrigerator disposal voucher program. The Associate Planner will provide direct supervision of this person.
Essential Duties and Responsibilities
· Provide excellent customer service including the ability to explain regulatory requirements; ability to communicate effectively and appropriately with upset customers; and handle phone calls, emails, and in-person visits in a professional manner.
· Must become knowledgeable of all adopted zoning, nuisance, and other land use regulations.
· Prepare and communicate a variety of information (verbal and written) to a number of boards, commissions, and the public.
· Produce and present reports of alleged violations to the County Attorney and Board of County Commissioners, as necessary, which may require judicial or quasi-judicial proceedings.
· Investigate possible violations to zoning, nuisance, building, and land use regulations by completing a site visit, researching property information, examining existing permit files, and using County GIS information.
· Keep an accurate and detailed record of all enforcement cases.
· Strive to prevent and abate violations.
· Enforce adopted regulations through informal and formal procedures adopted by Albany County.
· Coordinate the annual tire and refrigerator disposal voucher program.
· All other duties as assigned.
Minimum Qualifications
· High school diploma.
· Must possess or be able to obtain a Wyoming Driver's License and have a good driving record.
· Strong communication skills, both verbal and written.
· Working knowledge of Microsoft Office applications.
· Experience providing customer service and working with the public.
Desirable Qualifications
· Bachelor’s Degree.
· Experience interpreting and explaining zoning regulations.
· Working knowledge of clerical and office equipment (copy machines).
· Working knowledge of ArcGIS software.
· One year of investigative experience
