We are actively recruiting an Executive Director of PreK-12 Leadership and Instruction to join our team for the 2025-26 School Year. The Executive Director of PK-12 Leadership and Instruction Education provides leadership, administration and coordination for all pre-K, elementary, middle and high school curricular, assessment, and instructional programs. This position collaborates with the Assistant Superintendent for Instruction and other Division leaders to ensure full implementation of the Division's curriculum, assessment, and instruction models as defined in the Framework for Quality Learning and Teacher Performance Appraisal models. The Executive Director of PK-12 Leadership and Instruction provides leadership and supervision for building principals as they provide content-specific, technological, and pedagogical support for all teachers. This position ensures compliance with state and federal mandates as prescribed by law and administers the budget for secondary programs.

 

Essential Functions

 

Essential functions and responsibilities of the Executive Director of PreK-12 Leadership and Instruction include the following: 

  • Establishes and monitors standards of performance for the evaluation of student progress and directs continuous evaluation of the instructional programs for all grade-levels based upon student performance trend data;
  • Provides recommendations for the development and revision of policies concerning elementary and secondary education programs;
  • Advises and informs School Board, staff, and the public regarding elementary and secondary education programs;
  • Coordinates and implements curriculum and instructional decisions that support the successful achievement of the instructional goals of the Virginia Standards of Learning, the Division Strategic Plan including the Goals, Vision, and Mission of the School Division, and the School Board/Superintendent Priorities;
  • Collaborates with Department of Instruction leadership to plan division-wide initiatives that improve student achievement;
  • Works collaboratively with Department of Accountability, Research, and Technology in the development and monitoring of division-level assessments and benchmarks;
  • Monitors effective implementation of curricula, assessment, and instruction in all schools;
  • Develops the agenda for administration leadership meetings (principal, assistant principal, beginning and end of year leadership meetings);
  • Provides coaching and support to principals and assistant principals that focuses on instructional leadership, school culture, data analysis and data-driven decision making, and community and family engagement ;
  • Uses effective coaching and facilitation skills to lead school leadership teams to plan for and respond to learning across content areas;
  • Provides leadership for school-based instructional staff who provide content-specific, technological, and pedagogical support for teachers;
  • Ensures division professional development requirements are implemented with fidelity.
  • Assesses and identifies program needs and provides recommendations regarding future equipment, program, and personnel requirements;
  • Supports schools with graduation plans;
  • Plans, develops, and supervises all aspects of division summer programs for middle and high school students;
  • Leads division initiatives to improve student achievement within ESSA membership groups at the elementary and secondary levels and ensures that objectives for student education are met;
  • Provides supervision, evaluation, and direction for school principals;
  • Collaborates with and supports ACE Academies, Curriculum Development, Strategic Planning, Special Education and International and EL Programs Offices in promoting and facilitating the district’s education programs
  • Supervises all aspects of division summer programs for students;
  • Ensures compliance with state/federal regulations governing elementary and secondary education programs through effective monitoring and management, including monitoring compliance with applicable VDOE Superintendent’s Memo’s;
  • Develops federal program grants that comply with federal mandates;
  • Identifies, recommends, and monitors division-level funds for elementary and secondary programs;
  • Coordinates and reviews state/federal reports related to elementary and secondary programs;
  • Confers with the parents/guardians of students and resolves any applicable concerns related to school leadership;

QUALIFICATIONS

 

Education and Experience

 

Master's degree from an accredited graduate program in school administration or a related field with emphasis in curriculum and instruction is required; prefer Doctorate degree in school administration or a related field. Must have a minimum of 10 years of teaching and administrative experience; a minimum of 5 years experience as an assistant principal and/or principal is required; 10 years of administrative experience is preferred. Experience with demonstrated current, research-based knowledge and application of curricula, assessment, and instructional programming essential to implementation of the Division's Framework for Quality Learning, the Professional Learning Community, and Teacher and Administrator Performance Appraisal models is preferred. Must have demonstrated success in development and implementation of instructional innovations essential to student learning at high levels. Strongly prefer thorough knowledge of k-12 curriculum implementation techniques, significant central/school-based leadership experience, extensive knowledge of integrated instructional, student information management, and communications technology essential in 21st Century Schools, and considerable experience as a school principal. Experience in elementary and secondary schools preferred. SPECIAL REQUIREMENTS: Must have or be able to meet state licensure requirements for an endorsement in K-12 administration.

 

Knowledge, Skills, and Abilities

 

Ability to develop, implement, monitor, and assess curriculum; ability to lead and work collaboratively with a variety of stakeholder groups. Excellent oral and written communication skills. Possess a comprehensive knowledge of principles, practices, and current issues in the establishment of public education programs. Must possess knowledge of state/federal regulations and accreditation requirements concerning public school programs. Experience in meeting school accreditation and ESSA student performance targets.

 

STARTING SALARY RANGE

 

The hiring range for this position is $115,270 - $140,000 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, retirement benefits under the Virginia Retirement System (VRS), and continuing education/training opportunities. This is a full time, FLSA-exempt position.
