Family Services Specialist with Department of Community Safety and Peace

POSITION LOCATION:

This position is based in Anchorage, Alaska.

POSITION CLASSIFICATION AND HOURS: Regular Appointment Full-Time; 40 hours per week JOB SUMMARY: This Family Services Specialist position is in the Anchorage Support Office, Department of Community Safety and Peace (DCSP) with frequent travel to Saint Paul Island. The primary function of the Family Services Specialist is to implement the goals and objectives associated with the DCSP, to give direction and leadership toward the achievement of the philosophy, mission, strategy, and its goals and objectives of the DCSP and clients of the program. All actions will be in accordance with the Indian Child Welfare Act (ICWA), federal laws, state laws, and tribal laws. The FSS is an Indian Child Welfare Liaison Services specific to St Paul tribal citizen within St. Paul Island, Alaska, and other states. The Family Services Specialist is a recognized expert in the field of Indian Child Welfare (ICW). This position requires prior experience in advocacy, social services, case management, program development and evaluation, and/or clinical program leadership. Extensive knowledge of American Indian, Alaska Native cultures, including social service issues related to both political and economic attributes of village, rural, and urban life. Prior experience consulting on policy, managing partnerships and community relations are highly desirable. Knowledge of public child welfare policy and state and local governments is essential. Availability for frequent travel is required. Secondarily, the Family Services Specialist (FSS) provides case management services to children and families of the Aleut Community of St. Paul Island Tribal citizens. The FSS assists Tribal citizens with gaining access to all necessary services both internal and external to the Tribe. Further, the FSS will support the delivery of services to Native youth and families. The FSS will identify, develop, and utilize community resources, demonstrate leadership and initiative, and promote social work practices. This position requires excellent attendance, strong verbal and written communication skills, and uncompromised attention to client confidentiality and detail. DUTIES: The following are the essential Job Functions of the Family Services Specialist:

Maintain current knowledge of child welfare laws and regulations.

Provide basic intervention and client and family counseling as required; provides crisisintervention to include responding to emergency calls; reports instances of neglect orabuse to the appropriate authorities; utilizes appropriate controls for individuals who

may be aggressive, combative, or hostile by following established protocols and policies.

Participate in ACSPI, OCS, and DCSP meetings.Stay informed of all tribal and community programs available for clients that will enhance the quality of life.Responsible for providing information, training and other services to community members and tribal staff around the issues of child welfare.Keep up to date on Indian Child Welfare Act, Title IV‐B and IV-E programs, Domestic Violence Prevention, Food Bank, and other social service programs.Continuing development in child abuse and neglect by working with the Department of Community Safety and Peace and the State of Alaska Department of Office of Children’s Services.Provide regular reports regarding identified targeted goals to the Department of Community Safety and Peace, Program Manager and for public dissemination.Compile monthly program statistics and complete monthly reports.Represents the Tribe in the community, at community gatherings, and local and state meetings where the Tribe has an interest.Ensure that client information is maintained in a CONFIDENTIAL manner.Contribute to a team effort by welcoming new and different work requirements; exploring new opportunities to add value to the organization; helping others accomplish related job results as and where needed.Attend court hearings where Aleut Community of St. Paul Island children are involved in dependency proceedings in state or tribal jurisdictionsProvide testimony in court proceedingsExpress Tribal position as a legal party in State casesWrite court reports and give verbal updates at court proceedings regardless of jurisdictionPerform other related duties as assigned.

QUALIFICATIONS:

1.Must have bachelor’s degree in a human service, social work or related field or a minimum of an associate degree in human services and 2 years experience or three years' experience in delivery of benefit service program, a minimum of one year, which must be in a tribal environment.2.Must be free of any felony convictions.3.Must be free of misdemeanor convictions involving children or youth.4.Must be free of misdemeanor convictions involving domestic violence.5.Must be free of any charges in the last six (6) years of driving while intoxicated or driving under the influence of drugs or alcohol.6.Must agree to be subject to a thorough background investigation and personal interviews by the ACSPI Human Resources and DCSP personnel, including be subject to fingerprinting and a search of local, state, and national records and fingerprint files.7.Must be free from illegal drug use, or abuse of legal drugs that impair mental or physical performance, for the past five (5) years, as determined by interview and medical testing.8.Must abide by the ACSPI’s alcohol and drug free workplace policies and submit to a pre-employment alcohol and drug test.

SALARY AND BENEFITS:

This is an hourly position ranging from $16.00 to $35.00 an hour, depending on education, experience, and skills. Benefits include, Paid Time Off (Starting at 6 hours per pay period/156 hours per year); 18 Paid Holidays; Health Benefits; 401K; Employee Education Assistance.
