Essential Job Functions
- Assist with managing and coordinating the full range of purchasing activities to support operations. Duties include the solicitation development and supplier proposal management and further include purchase order (PO) placement through PO close-out, which includes a minimum order generation and issuance, expediting, delivery acceptance documentation, PO discrepancy management, coordination with accounts payable with PO invoice payment, supporting AR with invoice creation by providing supporting PO documentation and close-out of PO in the ERP system end.
- Review proposals, negotiate prices, select or recommend suppliers, analyze trends, follow up on orders placed, verify delivery, approve payment, and maintain necessary records.
- May assist with the preparation of bid packages.
- Manage Supplier Selection and evaluate Insourcing/Outsourcing opportunities to optimize cost, service, and delivery performance.
- Recommend, develop, implement, adjust, and maintain policies, guidelines, and procedures to ensure quality and cost control.
- Investigate, analyze, and resolve technical and complex problems. Develop and improve processes and coordinate with project personnel, supervisors, and employees to influence short- and long-term solutions. This includes workflows and information databases.
- Involved in the phase-in and phase-out process on projects, as necessary.
- Perform other duties as assigned.
Skills / Abilities
- Knowledge of Federal and State procurement laws, Uniform Commercial Code (UCC), Federal Acquisition Regulation (FAR), Defense Contract Management Agency (DCMA), and Defense Contract Audit Agency (DCAA) requirements.
- Must work with deadlines and coordinate multiple activities with management.
- Must be detail-oriented.
- Possess strong analytical and problem-solving skills.
- Excellent oral and written communication skills and ability to handle confidential material.
- Strong experience with computers, including the Microsoft 365 suite, including SharePoint.
- Working knowledge of Deltek/Costpoint or similar Procurement systems.
Special Requirements
- Ability to pass a pre-employment background screening and drug test.
- Must complete all mandated training requirements per government and management directives.
- Must obtain a favorable National Agency Check (NAC) per contract.
- Must be a legal U.S. Resident per contract.
- Must be able to communicate clearly in the English Language per contract.
