POSITION SUMMARY:
The Project Manager oversees the daily operations of assigned projects, communicates with clients about project status, and ensures task orders meet contract specifications. This role also manages project profit and loss, develops technical proposals, understands necessary methods to fulfill task requirements, and creates draft schedules for RFPs.
EDUCATION/TRAINING:
- BS degree in science or engineering, or equivalent experience.
- At least 10 years managing construction and D&D projects for government clients, including DoD, NAVFAC, and USACE.
KNOWLEDGE AND EXPERIENCE:
- Proven track record managing projects averaging $20M.
- Strong project management skills in safety, cost, schedule, risk, change management, and contracts.
- Experience in developing budgets, proposals, and technical documents.
- Knowledge of QA and QC processes.
- Proficient in project control and subcontractor management.
- Experience in the design-build environment.
- Familiar with EM 385-1-1 and OSHA regulations.
- Experience interfacing with federal and state regulators, including NAVFAC, NASA, USACE, and BIA.
SKILLS & ABILITIES:

Proficient in MS Office, Procore, Microsoft Project, and Primavera 6.

Create proposals with technical narratives, draft schedules, estimates, and comprehensive Work Plans, including CQC, AHA, and Traffic Control Plans.

Manage teams, develop project budgets, and negotiate buyouts while maintaining positive client relationships.

Handle monthly invoicing and subcontractor pay applications.

Excel under pressure, complete projects on time, and prioritize tasks effectively.

Read design drawings and specifications, allowing me to organize work independently.

Committed to continuous learning and communicating effectively with colleagues and clients in a Windows Office environment.
SPECIAL REQUIREMENTS:
- Valid state driver’s license.
- Must pass a pre-employment background check (including 7-year employment verification, DMV record, criminal record, and verification of education and certifications).
- Availability for occasional overtime is required.
CERTIFICATIONS:
- Preferred: Professional Project Manager (PMP) certification.
- Must obtain necessary clearances for project functions.
- Preferred: Primavera 3 or 6 (fundamental and advanced) certification.
- Required: HAZWOPER 40-hour and 8-hour Supervisor certifications.
- Required: OSHA 30-Hour Safety Training.
- Required: EM385-1-1 40-Hour Safety Training (NAVFAC).
ESSENTIAL JOB FUNCTIONS:
- Create, maintain, and generate Excel spreadsheet reports as required and provide them to the Program Manager and customers.
- Conduct project/safety meetings as required.
- Review and approve daily, weekly, and monthly project status reports and submit them to the Program Manager as required.
- Approve the procurement of equipment, parts, and supplies as needed.
- Monitor all project tasks and subcontractor compliance to contractual requirements to meet or exceed project schedule/milestones.
- To conclude, use logic to analyze or identify underlying principles, reasons, or facts associated with information or data.
- Assist with proposal efforts, Requests for Equitable Adjustments, Change Order Requests, etc., as needed.
- Mentor junior project managers.

- Communicates with staff, project personnel, corporate support staff, customers, vendors, and regulatory agencies.
WORK ENVIRONMENT:
- Typically works in an office with moderate noise. May encounter environmental hazards, extreme weather, and loud noises in the field.

- Complete tasks as directed by the Program Manager.
