Description
The BSA & Fraud Manager is responsible for administering the Credit Union’s Bank Secrecy Act (BSA), Anti Money Laundering (AML), and Office of Foreign Asset Control (OFAC) compliance program. The BSA & Fraud Manager is responsible for administering the Credit Union’s Fraud Program in a manner which proactively identifies fraudulent activity and prevents losses to the Credit Union and its members.
Primary Responsibilities:
Performs functions within scope of authority and expertise, to provide the highest level of service and responsiveness to members served by the Credit Union.
1. Plans, organizes and directs the BSA and Fraud functions. Ensures the effectiveness of each area’s operations, performance and compliance. Responsible for recommending, implementing and updating procedures and policies.
2. Creates and supports an engaging work environment by providing ongoing coaching and development to direct reports. Conducts regular one-on-ones and team meetings. Conducts performance evaluations and makes hiring and promotional recommendations.
3. Responsible for the administration of the Credit Union’s BSA/AML/OFAC Compliance Program, to include:
· Conducts BSA/AML/OFAC risk assessments annually and as needed with consideration to products, services, members and geographies that may present BSA/AML/OFAC related risks.
· Reviews and assesses the BSA/AML monitoring system to ensure appropriate parameters.
· Completes and documents transaction testing within the BSA/AML system to ensure all transaction types are properly imported from the core processing system.
· Establishes and maintains an effective Customer/Member Due Diligence (CDD) and Enhanced Due Diligence (EDD) risk rating and monitoring program to include initial and ongoing assessments, review and analysis of unusual/suspicious account activity.
· Establishes and maintains appropriate SAR investigation, review, and reports processes that promote consistent decisions, adequate investigation and research, and complete and detailed documentation.
· Ensures regulatory reporting compliance including filing Currency Transaction Reports (CTRs) and Suspicious Activity Reports (SARs), OFAC Screenings, and FinCEN 314(a) and 314(b) reporting.
· Analyzes developing industry and compliance trends, scams or schemes, and changes to laws and regulations pertaining to BSA/AML/OFAC/USA Patriot Act.
4. Responsible for the administration of the Credit Union’s Fraud Program, to include:
· Administration of the fraud prevention solutions.
· In combination with the Fraud Analyst, reviews reports, alerts, etc. to identify possible fraudulent activity.
· Maintains and updates documentation for fraud cases.
· Ensures Suspicious Activity Reports (SARs) are filed for fraud cases, when required.
5. Coordinates and/or provides in-house BSA and fraud training programs to management and employees.
6. Provides guidance and coaching regarding BSA and fraud to business units to ensure they are knowledgeable and skilled.
7. Serves as the contact for auditors, examiners, Board of Directors, consultants and law enforcement officials on BSA/AML/OFAC and fraud matters.

The BSA & Compliance Analyst and the Fraud Analyst report directly to this position.

The salary range for this role is between $85,309 – $106,636. Actual compensation will be determined based on experience and other factors as permitted by law. This position may be eligible to work remotely up to 2 days per week after 3 months of hire in accordance with the Work From Home Guidelines.
Requirements
Bachelor’s degree in business or other related field or its equivalent in specialized coursework and training. Three to five years of related experience at a financial institution. Certified Anti-Money Laundering Specialist (CAMS) certification preferred. Strong knowledge of related banking regulations including Bank Secrecy Act, OFAC, Regulation Z, Regulation DD, Regulation C, S.A.F.E Act (Regulation G), Regulation E, UDAAP, and other applicable regulations. Must be detail oriented and demonstrate strong organizational, communication, analytical and writing skills. Supervisory experience is preferred. Working knowledge of MS products and ability to learn and adapt to new information and technology/platforms.
