Summary:

A detention officer is responsible for the care, custody, and control of detainees and maintaining security and safety within a detention center by monitoring the activities of individuals in custody, enforcing facility rules, conducting searches, and ensuring the overall well-being of detainees while they await trial or court proceedings.

Please Note: This position is contingent upon contract award.

The pay range for this position is $39.41-$41.91/hour $8.13/hour H&W.

Essential Duties and Responsibilities: (including but not limited to)

  • Conducts or performs numerous detainee security duties, including but not limited to: Detainee escorts, head counts, searches, completing logbooks, reports, and other documents, foot patrol and standing post at various locations in the facility.
  • Communicate with appropriate designated posts for all entering and departing traffic.
  • Assist in the processing of detainees being admitted to or discharged from the facility.
  • Immediately reports any incident or issue relative to assigned post or observed elsewhere on the facility.
  • Provide supervision, care, custody, and control of detainees.
  • Provide escort to detainees moving about the facility.
  • Work overtime when required, and in accordance with the Collective Bargaining Agreement.
  • At all times officers must ensure a clean, safe, and healthy environment for detainees.
  • Ensure proper cleanliness of facility and provide security to ensure the health and welfare of the detainees.
  • Respond appropriately to emergency medical situations and will provide first aid or CPR if necessary.
  • Engage in extensive staff-detainee communication.
  • Report all incidents to Supervisory Detention Officer
  • Provide written reports for all use of force, medical, or property damage incidents before the end of shift.
  • Perform personal searches, including pat down and strip searches, and facility shake downs, in accordance with facility, ACA, PBNDS, and ICE procedures.
  • Enforce rules and regulations governing facility security, detainee accountability, and conduct to ensure judicial sanctions are carried out and detainees remain in custody.
  • Perform searches and patrols of housing units and other locations.
  • Provide facility escort to detainees, visitors, contractors, and others as directed by the Supervisory Detention Officer.
  • Provide break relief as assigned.
  • Officers may be authorized to use physical force to maintain control of detainees.
  • Officers are subject to being placed in hostile or life-threatening situations, such as riots, assaults, and escape attempts.
  • Exercises sound judgment in making instantaneous decisions affecting life, well-being, civil liberties, and property which cannot be reviewed prior to implementation and which may subject the decision-maker to legal liabilities, including personal sanctions.
  • Successfully complete specialized detention training, self-defense, management of medical emergencies, safety management, and interpersonal communication skills.
  • Adhere to high standards of personal conduct both on and off the job and is subject to sanctions for misconduct.
  • Officers utilize information and are responsible for following all operations and procedures as provided by post orders, ICE and corporate program statements, policies and procedures , internal correspondence, employee handbooks, ACA and 2011 PBNDS (2016 Revision) requirements and staff training and meetings.
  • Record all incident, issues, visits and other notations as required utilizing an electronic and/of a paper notebook.
  • Must be flexible and have a broad knowledge base to use own initiative in the resolution of problem situations.
  • Along with all other detention facility employees, is charged with responsibility for maintaining security of the facility.
  • Detention and security responsibilities supersede all others required by this position and are performed on a regular and recurring basis.
  • Other duties as assigned.

Minimum Qualifications:

  • Must be at least 21 years of age
  • High School Graduate or GED
  • Required to possess all New York State DOS Security License before hire.
  • Valid Driver’s License with clean driving record, able to drive company vehicles.
  • Must be a US citizen or a person lawfully admitted into the US for permanent residence
  • Must have resided in the U.S. for the last five years (unless abroad on official U.S. government duty)
  • Must meet ACA and 2011 PBNDS (2016 Revision) requirements, including satisfactory completion of a background check.
  • Have at least one year of general experience that demonstrates the following:
  • a) The ability to greet and deal tactfully with the public.
  • b) Capability of understanding and applying written and verbal orders, rules, and regulations. All personnel shall be literate and be able to interpret printed rules and regulations, detailed written orders, training instructions and materials, and must be able to compose reports
  • c) Good judgment, courage, alertness, an even temperament, and render satisfactory performance through knowledge of his/her position responsibilities. d) Ability to maintain poise and self-control during situations that involve mental stress, such as fires, explosions, civil disturbances, and building evacuations.
  • Must maintain current/physical residency in the continental US
  • Pass a drug screen
  • Pass a medical examination conducted by a licensed physician within 30 days prior to initial assignment and annual thereafter

Preferred Qualifications:

  • One (1) year of military, law enforcement, corrections, or detention experience
  • Bilingual in Spanish or a language other than English.

Supervision:

This position does not have any supervisory duties.

Working Environment:

The work environment characteristics described in this job description are representative of those an employee encounters while performing the essential duties and responsibilities of this job. Work is performed in a detention facility environment, may be subject to temperature and noise level changes.

Work areas will include all areas of the secured facility, and often works alone. Works where slips & trips may occur frequently and often exposed to sharp objects. Is often exposed to blood borne pathogens. Exposed to maximum heat of 100 degrees, and cold of minimum 25 degrees with some noise and chemicals, in a moist or dry environment with exposure to sun, rain, and snow. Overall demands of this position are moderate.


Physical Demands (including but not limited to):

  • May be required to bend and stoop frequently and occasionally kneel or crouch. Often climbs stairs and works with arms above the shoulder. May be required to move heavy equipment.
  • Required to lift 50 lbs or less frequently and often lifts 50-65 lbs.
  • May often be required to grip, squeeze and repetitively use fine hand movements.
  • Must be able to withstand physical activity, commensurate with administering training in defensive tactics and disturbance control.

Work Schedule: All shifts/May be required to occasionally work greater than 40 hours/week.
