Assistant Director Job Description
REPORTING
The Assistant Director reports to the Executive Director and supports the Board of Directors, made up of representatives appointed by the Allegany County Legislature from the business and industry leaders in Allegany County, NY.
ROLE
The Assistant Director's role is to support the executive director in implementing the policies set by the Board of Directors, assists in executing ACIDA’s strategic direction, supports ACIDA in the implementation of the county-wide economic development plan, supporting ACIDA's activities and ensure compliance with regulatory requirements governing IDA sponsorships and economic development incentives, and supports ACIDA’s financial programs and the day-to-day operations and assets of the IDA, CRC and LDC.
RESPONSIBILITIES
- Support and assist the executive director in the overall management of the ACIDA and be available to manage meetings for executive director when appropriate
- Assist in providing information to the Chairman of the Board, Board Committees, and Board of Directors in the supporting creation of policies, programs and overall strategic direction
- Review and support policies for the Board to ensure compliance with regulatory requirements and IDA Best Practices
- Assist in developing strong relationship with Allegany County and their Economic Development Department
- Assist in all reporting and other documents for compliance with regulatory requirements that govern the IDA, CRC and LDC
- Support the day-to-day implementation of ACIDA's strategic direction
- Support the strategy for ACIDA's marketing and PR/communication
- Support the ACIDA in overall implementation of the Allegany County Economic Development Plan working with the Allegany County Economic Development Department and the Allegany County Economic Development Organization in a collaborative manner with key stakeholder groups that produces measurable results in new business development, and the retention and growth of existing businesses
- Support the effective and timely follow-up on business contacts and opportunities
- Assist in developing and maintaining relationships with leaders at the local municipal, county and state levels, commercial real estate brokers, financial institutions, educational institutions, technology and transportation providers, utility providers, pro-business organizations, and other development agencies to advance economic development strategies
- Support the activities and operations of the IDA, CRC and the LDC
- Assist in managing and developing ACIDA's real estate assets
- Support the administrative functions of ACIDA including budget formulation and management, staffing and professional development
- Routinely assist in the presentation of relevant information on economic development and regulatory compliance topics to the Board to identify opportunities for Board development
- Support the development of an annual report for the county and state reporting purpose
- Supports development and implementation of grants for business and economic development
- Be actively involved in local organizations, as well as state and national economic development organizations
EDUCATION REQUIREMENTS
Bachelor's degree. Advanced education and completion of professional economic development trainings are preferred.
DESIRED EXPERIENCE AND SKILLS
- Ten years of increasingly responsible professional experience in economic development or equivalent business or public sector management experience
- Demonstrated leader with a track record of success, proven accomplishments and performance in economic and/or community development
- Possess the knowledge, professional competence and vision required to effectively lead implementation of a county-wide economic development plan
- Knowledge of current economic development trends and practices, business development retention, and marketing, contract negotiations and administration
- Ability to establish and maintain positive and effective working relationships with the business community and key stakeholder groups throughout Allegany County and NYS
- Consensus building and interpersonal, verbal, public presentation and written communication skills
- Evidence of ability to exhibit independent judgment in the development, implementation and evaluation of plans, procedures and policies
- Strong management skills, including the ability to plan, direct and coordinate activities; negotiate and administer contracts; and the ability to direct, motivate, support and evaluate staff
- Computer literacy
