Allegheny Science & Technology (AST) is seeking an Application Support Engineer to support our team in Bridgeport, West Virginia. The position will be working with an experienced development team dedicated to maintaining the strict requirements associated with operation and maintenance of a web-based program/project management application. The development team structure and performance hierarchy correspond to a process that ensures the integrity of the various stages of development and will work daily with Program Analysts to assist with their respective programmatic support responsibilities.
Work is to be performed under the general direction of the Senior Project Engineer and Development Team Project Manager.

Duties & Responsibilities:
- Responsible for working/coordinating with the Senior Project Engineer, Development Team Lead and Program Analyst Coordinator as follows:
- Creation, organization, management, and maintenance of system documents including user guides, ensuring they are accurate, up-to-date, accessible, and compliant with internal standards and external regulations.
- Translate and communicate complex technical documentation and subject matter between technical and non-technical audiences.
- Review software requirements, prepare test scenarios, and execute tests on software functionality as well as preparing test reports.
- Manage the creation, review, documentation and analysis of requirements and requests from stakeholders and outside entities.
- Assist in providing support to the development process, as well as assisting with the maintenance and operational integrity of the program/project management application, including change control/configuration management, documentation, and software security requirements.
- Assist the Senior Project Engineer with investigating potential system issues and provide clarifications for Program Analysts and their users; troubleshoot and answer system questions on a daily basis and offer support to all Program Analysts as needed.
- Assist the Senior Project Engineer with the coordination of Fiscal Year (FY) Program preparation, new program set up(s) and creation of templates and checklists to ensure planning activities are addressed.
- Assist the Senior Project Engineer with fielding help desk requests
- Assist the Senior Project Engineer with the development and maintenance of various policies, standards, processes, controls, and workflows that enable software asset management throughout all stages of the software lifecycle.
- Assist the Senior Project Engineer with the implementation, management and use of the program/project management application processes and procedures to aid in accurately tracking software deployed.
- Bachelor's degree and two (2) years relevant experience in a high technology, engineering, research and development (R&D), or related field.
- This position requires extensive proactive and resourceful communication, interpersonal, and analytical skills to answer questions from and help solve problems for a wide variety of people. Experience engaging with senior-level government officials and private sector leaders is a must.
- Good knowledge of computer hardware and software, including its capabilities and applications; skill in the operation of computers; good technical ability; ability to plan and organize the implementation of projects; ability to gather and analyze information and draw logical conclusions; ability to establish effective working relationships with others; ability to communicate effectively both orally and in writing; physical condition commensurate with the demands of the position.
- Strong knowledge of software/hardware asset life cycle management processes: planning, acquisition, deployment, monitoring, and disposal; knowledge utilizing and implementing software asset management tools, including automated discovery configuration.
- Extensive knowledge of Microsoft 365(Outlook, PowerPoint, Word, Excel, MS Project, SharePoint), Team Foundation Server, Visio, or other relevant software.
- Superior written and verbal communication skills; ability to read and independently interpret documents; ability to work in a fast-paced environment; high level of comfort with multitasking and rapidly shifting priorities. Must be able to work under pressure to meet commitments in timely fashion while maintaining quality of work and effective interface.
- Experience in project management is a plus.
- Previous experience working in a federal environment or with federal stakeholders is preferred, with a premium on any experience with a federal research agency or entity performing research on behalf of the federal government. Experience with the dynamics of the DOE environment a plus; familiarity with nuclear technology and associated issues; familiarity with International nuclear safety activities; familiarity with US interagency coordination and communications.
- Ability to work independently; strong customer relationship skills; ability to understand, track, drill-down, and question activities and issues in all functional areas and make sound decisions based upon that data. Strong influence-management, negotiation, leadership and assertiveness skills; strong presentation skills; strong attention to detail and follow-through skills.
- U.S. Citizenship is required.
- Must be capable of acquiring a DOE clearance.

- Due to the radical evolution of technology in this field, qualifying experience must have been gained within eight years from the date of application for employment or examination.
