PURPOSE AND ROLE
This Refinery HSE Manager position is responsible for leading a department of health & safety, environmental, process safety management, emergency response, and security professionals for refinery, pipeline and terminal locations.
JOB DUTIES and RESPONSIBILITIES
  • Helps maintain the safety of refinery, pipeline and terminal operations.
  • Ensure compliance with State and Federal regulations, as well as Company HSE guidelines
  • Coordinate various internal auditing processes to ensure compliance with standards and procedures
  • Ensure all required recordkeeping and reports are made per regulatory requirements
  • Provide technical and regulatory expertise to assist staff and field personnel in the solution of complex health, safety, and environmental problems
  • Create, implement and manage HSE processes, and ensure that systems are in place to improve performance, help lower risks in the workplace, and drive HSE strategies to “best in class” performance
  • Initiate HSE awareness programs to improve employee-owner awareness
  • Manage the annual employee medical surveillance program
  • Accountable for developing and supporting departmental goals
  • Track and analyze key HSE Performance Indicators, and develop appropriate action plans
  • Member of the Incident Command Team and required to respond/direct emergency response activities
  • Serve as a resource/consultant to staff and field management regarding the development of new capital projects to ensure that HSE standards are met
  • As a key member of the Director of Refining Operations’ staff, participate in the development of refinery management philosophy, as well as support and implement management policies and practices
  • Regularly communicate with other company refineries to identify “Best Practices,” and develop a plan for implementation locally
  • Maintain and improve the performance of department personnel. This includes organizational changes to meet changing needs, hiring of new personnel, and administering a personnel performance improvement program that includes goal setting, performance evaluations, and counseling to achieve high standards of performance
  • Development and control of the department budget, and identify opportunities for cost improvements
  • Support contractor management initiatives such as new contractor onboarding and evaluations
  • Oversee and manage both internal and external audits
  • Manage the company’s drug and alcohol testing program to ensure compliance
  • Actively engage in community and industry involvement initiatives. Facilitate company-wide monthly safety meetings
EXPERIENCE AND SKILLS
  • 15 years of HSE experience in petroleum or chemical manufacturing plant, including a minimum of 5 years of supervisory experience
  • Bachelor of Science degree in Environmental Engineering, Health & Safety, Chemical Engineering, or similar, MBA a plus
  • Strong leadership skills
  • Excellent interpersonal and communication skills (both verbal and written)
  • Effectively communicate with personnel at all organizational levels, vendors, and state/federal regulators
  • Ability to foster teamwork
  • Working knowledge of Environmental, Health & Safety, Process Safety Management, and Security regulations
  • Highly developed planning and organizational skills
  • Demonstrate good methodical decision making during problem-solving
  • Perform all duties independently
  • Ability to conduct thorough incident investigations
  • Ability to prioritize multiple tasks in a changing environment to meet customer and business needs
  • Willingness to respond 24/7 to unscheduled call-ins, holiday or weekend work
  • Willingness to work scheduled and unscheduled plant outages

  • Occasionally lift and/or move up to 50 pounds.
  • Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.
  • Pulmonary function level must be adequate for supplied breathing air certification.
  • Specific physical requirements and/or environmental exposures are an essential part of the job.
