We are currently hiring an Outside Plant General Laborer to join our team in San Diego, CA. Our San Diego teams service a wide range of locations, 100% on-site, to include Point Loma, 32nd Street, Coronado, and other locations outside of San Diego County. Up to 50% traveling will be required for this position.
Compensation: This work falls under the Service Contract Act (SCA), and this will be hourly in accordance with the Health and Welfare provisions of the SCA, and in addition to your base hourly rate, you may be eligible to receive an additional health and welfare payment for each hour you work to ensure compliance with the minimums set forth by the act. Per SCA, health and welfare payment is only for straight time hours worked (up to 40 hours per week) and not paid out for overtime and doubletime hours. The Service Contract Act base wage determination is $22.00 per hour.

Key Functions and Responsibilities:
- Interpreting service orders.
- Daily assist in loading and unloading materials on work trucks.
- Keeping detailed written record of all work activity and changes.
- Evaluate customer communication needs.
- Climbing and working aloft.
- Moving and lifting items such as ladders, tools, test equipment and cable reels.
- Performing light digging.
- Keep customer fully informed of all work activity and especially any planned outage of customers system.
- Identifying and meeting individual customer requirements on provisioning and/or repair contacts.
- Assist and observe field technicians while they install communications infrastructure.
- Traffic Control and Safety Watch over communication Manholes or Aerial platforms.
- Vehicle maintenance and preparation.
- Follow all OSHA and company safety regulations.
- Follow all Company practices and procedures.
- Properly keep and maintain company hand tools and equipment.
- Must be able to perform tasks that require mainly physical abilities and effort with no specialized skill or prior work experience.
- Must be able to load and unload trucks or other conveyances, movers' equipment, material or supplies to proper location.
- Maintain clean and safe working environments.
- Able to level grounds using picks, shovels, dirt tamper, rake, shovels, etc.
- Must be in a commutable location within San Diego County.
- Must be able to work from 7:00 AM to 3:30 PM, Monday through Friday and may require overtime and/or weekends as needed.
- Must be punctual and available to travel to other locations outside of San Diego County.
- Successful candidates will be subject to maintain a valid driver's license.
- Successful candidates will be subject to a Successfully complete and maintain, as a minimum, a favorable Tier-1/T-1 (formerly known as a National Agency Check Inquiries (NACI)) background check and associative suitability, plus successfully complete MVR, and a drug screen.
- Must follow established safety practices and guidelines.
- Must have the ability to possess excellent communication skills and the ability to write, speak and communicate fluent English.
- The ability to obtain and maintain and government security clearance is preferred.
- Previous work experience supporting federal government work or contracts is preferred.
- Must be able to sit, stand, stoop and bend for extended periods of time.
- Must have dexterity of hands, fingers, and arms to reach, climb or balance and to operate power tools, controls and handle other specific tools or equipment.
- Must have ability to climb ladder, scaffolding or be transported by lifts.
- Must have the ability to drive/operate a vehicle in a safe manner.
- Must be able to regularly lift and transport up to 50 pounds, as well as frequently lift and or transport moderately heavy equipment up to 70 pounds.
- Must have the ability to move from place to place within the work environment.
- Must have the ability to communicate effectively.
