ASSISTANT HIGHWAY ENGINEER   Under the direction of the Highway Director and Highway Engineer, the Assistant Highway Engineer assists in planning, coordinating, and overseeing the engineering and technical services division of the Allen County Highway Department. This position supports the implementation of local road and bridge projects, ensures compliance with engineering standards, and provides technical expertise in transportation and infrastructure improvements. Additionally, the Assistant Highway Engineer plays a supervisory role in managing technical staff and providing guidance on project execution.  This position is not covered (at-will) as defined by The Board of Commissioners of the County of Allen Employee Handbook.   ESSENTIAL FUNCTIONS:   Assists in managing local road and bridge engineering and construction projects, including right-of-way acquisition, permit acquisition, utility coordination, and construction inspection activities. Provides technical support and oversightin theplanning, preparation, and execution of the County’sannual Transportation Improvement Program (TIP), including project prioritization, reporting, and budget management. Reviews engineering plans, specifications, and cost estimates for County road, bridge, and drainage projects to ensure compliance with regulations and industry standards.Oversees consultant selection, contract management, and supervision of engineering projects, programs, inventories, studies, and assessments.Assists in managing the Federal Aid program related to County transportation projects and coordinates with INDOT on federally funded projects.Interacts with developers, contractors, and the public to address concerns, ensure compliance with project requirements, and facilitate coordination on development projects.Responds to inquiries, complaints, and requests from property owners, business owners, and constituents regarding transportation projects, policies, and issues.Conducts site visits and inspections of construction projects to monitor progress, ensure quality control, and verify adherence to project specifications.Assists in supervising technical staff, providing leadership, guidance, and decision-making support in engineering and construction activities.Performs all other duties as assigned. REQUIREMENTS:   Bachelor's degree in Civil Engineering or a related field, with 3 to 5 years of relevant experience Engineer-in-Training (EIT) certification required; must be able to obtain Professional Engineer (PE) licensure in Indiana within five years Experience with supervision, leadership, and decision-making in engineering or construction project management Ability to obtain INDOT Employee of Responsible Charge (ERC) certification within one year Valid Driver’s License and ability to legally operate a motor vehicle for county duties   REQUIREMENTS (Continued):   Knowledge of civil engineering principles related to roads, bridges, drainage, traffic, and transportation infrastructure Familiarity with Federal Aid requirements and INDOT’s Local Public Agency (LPA) process is preferred Strong analytical, problem-solving, and decision-making skills Proficiency in Microsoft Office and job-related software, including AutoCAD or GIS-based applications Effective verbal and written communication skills, especially for interacting with developers, contractors, and the public PERFORMANCE EXPECTATIONS:   The Assistant Highway Engineer is expected to perform technical, administrative, and supervisory tasks that require problem-solving, attention to detail, and engineering expertise. Assignments involve coordinating multiple projects, ensuring compliance with Federal and State regulations, making project-related decisions, and adapting to changing priorities.   RESPONSIBILITY:   This role plays a key part in managing the County’s engineering programs, ensuring the successful execution of transportation projects, and assisting with project prioritization, budget management, and decision-making. Work is performed under the general direction of the Highway Engineerand is reviewed foraccuracy, compliance, and overall impact on County infrastructure.   PERSONAL WORK RELATIONSHIPS:   The Assistant Highway Engineer interacts frequently with County employees, consultants, contractors, government agencies, and the public to provide technical expertise, coordinate projects, and address concerns related to transportation infrastructure.   WORKING CONDITIONS/PHYSICAL DEMANDS:   The Assistant Highway Engineer works in and out of a standard office setting with frequent sitting and the ability to move about freely and some lifting of up to twenty pounds, bending, reaching overhead, kneeling, mental/visual effort, monitoring equipment and detailed inspection.  Frequent proofreading and very frequent typing and attention to detail exists.  The County Engineer is sometimes exposed to extreme temperatures, dangerous equipment, noise and noxious odors and sometimes works near heavy traffic, streams and rivers, and unstable excavations.    Office & Field Work – Frequent sitting, movement, bending, reaching, kneeling, and lifting up to 20 lbs. Environmental Exposure – Extreme temperatures, hazardous equipment, noise, odors, and unstable terrain.
