The Allentown Parking Authority is a non-profit municipal Authority incorporated under the laws of the Commonwealth of Pennsylvania. It was established through legislation passed by the Allentown City Council. The Authority is governed by a five-member Board of Directors appointed by the Mayor of Allentown. The Allentown Parking Authority manages, supervises, and administers an efficient system of both on-street metered parking and off-street parking within the City of Allentown. The on-street program consists of 1500 metered spaces. The off-street parking program consists of six garages and 22 surface lots. Our mission is to operate, monitor, and maintain convenient and accessible parking facilities and on-street parking opportunities within the City of Allentown. The Allentown Parking Authority works to balance the parking needs of residents, employees, business and property owners, and visitors while enforcing parking ordinances and providing appropriate access to parking.
We are seeking a detail-oriented and organized Payroll & Benefits Clerk to join our team. The Payroll & Benefits Clerk will be responsible for accurate and timely processing of employee compensation and maintaining accurate payroll records. The ideal candidate will have a strong attention to detail, excellent numerical skills, and the ability to work effectively as part of a payroll team. The Payroll Clerk reports to the Payroll & Benefits Manager.

Essential Functions
Payroll Processing
- Process bi-weekly/monthly payroll for employees, including data entry, timekeeping, and calculation of wages and deductions.
- Maintain accurate employee records, including changes in salary, deductions, tax withholding and personal information.
- Process and maintain records and compliance for child support, garnishments and tax levies.
- Verify New Hires setup.
- Verify timekeeping records and resolve any discrepancies or issues related to hours worked.
- Assist in the reconciliation of payroll accounts and general ledger entries.
- Assist with the administration of employee benefits, including medical, vision, dental insurance, retirement plans, disability and other deductions.
- Ensure compliance with federal, state, and local payroll regulations.
- Interpret federal and state laws.
- Generate payroll reports as needed, including year-end reports such as W-2s and ACA Reporting requirements.
- Address employee inquiries related to payroll, taxes, and deductions promptly and professionally.
- Maintain organized and secure payroll records in compliance with company policies and legal requirements.

Requirements
QUALIFICATIONS
- Associate's degree in accounting, or a related field is preferred.
- Prior experience in payroll processing or relevant work experience.
- Proficiency in payroll software (Paylocity a plus) and Microsoft Excel.
- Strong mathematical analytical skills with keen attention to detail.
- Knowledge of payroll laws, tax regulations, and reporting requirements.
- Ability to handle sensitive information confidentially and with integrity.
- Strong organizational and time management skills.
- Excellent communication, interpersonal, and leadership skills.
- Team player with a willingness to assist colleagues as needed.
- Ability to work under pressure and meet deadlines.
- Must be able to sit or stand for long periods of time.
