The Senior Program Officer supervises all Alliance Program Directors and Fiscal Sponsees by offering day-to-day support. This position ensures that the agency stays in compliance with program level functions. The Senior Program Officer will also ensure that the agency designs, implements, and evaluates quality and effective services. This position is a member of the Executive Leadership Team, working in partnership with the Finance Director and Executive Director. This position is partially remote with an expectation of working from the Administrative Office weekly and regularly being at program sites and in-person meetings.

This position is expected to work Monday-Friday 8:30am-5:00pm


Essential Duties

Strategic Direction:

·         Works with the Program Directors on setting and monitoring goals for each program.

·         Works with the Executive Leadership Team to ensure Programs are contributing to the success of the Alliance Strategic Plan.

·         Stays up-to-date on the best practices for non-profits and the specific programs of the Alliance--as well as community needs--to ensure strategic direction is appropriate, achievable, and measurable.

 

Staff Supervision:

·         Supervise and evaluate all Program Directors and Fiscal Sponsees.

·         Assists direct reports on staffing needs, pulling in the Human Resources Manager as needed.

 

Fund Development:

·         Responsible for the identification, support, and procurement of new and continuing funding sources for the agency.

·         Collaborate on grant writing with support from the Finance Director and Executive Director.

·         Provides guidance to all development efforts throughout the agency (fundraising, donor development, grant development, etc.)

·         In coordination with Program Directors, search for, analyze, develop, write, and submit grants on behalf of all programs.

·         Mentor/train agency staff to write/manage ongoing grants and re-applications.

 

Grant Management:

·         Oversee all funding sources to ensure programmatic compliance.

·         Coordinate with the Finance Director to ensure grant spending is happening in a timely and compliant manner.

·         Ensure all grant reports are submitted on time.

·         Act as a main point of contact, in partnership with Program Directors, to grantor contracts.

·         Work with Program Directors and administrative team to prepare for funder site visits.

 

Additional Responsibilities

Administrative Duties:

·         Stays aware and in line with current federal and statewide mandates of the programs and the agency as a whole.

·         Recommends and develops programmatic policies and procedures throughout the agency to ensure compliance with mandates, best-practices, etc.

·         Works collaboratively with the Executive Leadership Team to develop systems and strategies to ensure good communication and collaboration between Program and Administrative functions of the agency.

·         Supports Program Directors in the development and implementation of the administrative tools associated with program management (procedures, forms, evaluation, data collection, etc.)

·         Assists Program Directors with data collection/analysis and evaluation efforts of Programs.

·         Works with the Executive Leadership Team to ensure overall compliance with agency policies, funding guidelines, accounting policies and procedures, etc.

·         Supports the development of needed contracts and MOUs involving the exchange of funds or resources for the Executive Director to sign.

·         Oversees--and may need to provide--employee counseling alongside Program Directors and refer to human resources when needed.

·         Alerts the Human Resources Manager to any personnel issues.

·         Ensures compliance with each program's Injury & Illness Prevention Plan.

 

Complaints and Grievances:

·         Reviews all programmatic complaints/grievances brought to the Administrative Team by community partners, staff, and clients.

·         Addresses complaints and grievances with staff and complainants as appropriate, connecting with the Human Resources Manager throughout the process.

·         Brings complaints to the Executive Director when appropriate.

 

Financial Support:

·         Works with the Finance Director to understand the overarching agency budget and propose modifications to support programs.

 

External Relations:

·         Maintain statewide and regional relationships to ensure the agency stays up-to-date on best practices, trends, administrative requirements, etc. Regularly participate in issue area coalition meetings and attend issue area conferences in an annual rotation.

·         Work closely with Program Directors to ensure positive and collaborative relationships with essential community partners.

·         Attend community meetings as appropriate or as requested by Program Directors.

·         Work with Program Directors and Coordinators in creating and revising Job Descriptions.

·         Work with Program Directors and Coordinators in the creation of interview questions/matrix.

 

Evaluation:

·         Assists Program Directors in creating evaluation plans to measure program outcomes.

·         Ensures agency-wide data collection and analysis efforts are timely, and reports are submitted in an accurate and timely manner.

·         Monitors evaluation strategies and outcomes.

·         Presents evaluation data in an annual report to the Board of Directors and community.

·         Supports the Executive Director in the creation of the Annual Report.

 

Staff Support:

·         Fills in for Program Directors, when possible, during planned or unplanned absences.

·         Conducts staff Morale Survey annually; Analyzes the results and gives suggestions for moving forward.

·         Manage DEI working group to ensure annual goals are met.

·         Works with Administrative Assistant on 3-4 staff appreciation events annually.

·         Works with Executive Director in setting the agendas for All Staff meetings.

·         Runs All Staff meetings 4-5 times per year virtually.

 

Qualifications and Education Requirements

Education/Experience:

·         Bachelor's level education desired.

·         Minimum 2 years supervision experience.

·         Work history of increasing responsibility.

·         Grant writing experience.


Knowledge of:

·         Office Equipment Operation (phone, fax, copier, etc.)

·         Computers and Software Programs (Word, Excel, Internet)

·         Trauma-Informed Care.

·         Current social, economic and health problems and of human behavior and social functioning.


Ability to:

·         Be accurate, reliable, punctual, well organized, careful and thorough.

·         Communicate effectively orally, electronically and written.

·         Work effectively with limited supervision and foster a team atmosphere.

·         Prioritize work and exercise good judgment, schedule and manage workload.

·         Demonstrate comfort and expertise in operating computers and other technology.

·         Establish and maintain effective working relationships with clients, co-workers and the general public.

·         Analyzing facts and exercising sound judgment in arriving at conclusions.

·         Prepare concise reports.


Physical Requirements:

·         Facility to see read and distinguish printed and handwritten documents.

·         Facility to hear and understand speech at normal room levels, and to hear and understand speech on the telephone.

·         Facility to constantly use hands and arms to input data into computer and use adding machine.

·         Ability to move boxes of files from one location to another; physical agility to lift and carry up to 20 pounds, and to bend, stoop, walk and reach overhead.

·         Ability to sit for extended periods of time.

·         Must be able to concentrate for long periods of time.

·         Mental acuity to perform the essential functions of this position in an accurate, neat, timely fashion: to make good judgments and decisions; and to evaluate the results of decisions and judgments.

 

Other

·         Must have reliable transportation, a valid driver’s license, and DMV clearance.

·         Must have and maintain current auto insurance.

·         Can be depended upon to report consistently to work at scheduled time and is seldom absent from work.

·         Notifies supervisor with appropriate notice when absent.

·         Employee can be depended upon to complete work in a timely, accurate, and thorough manner and is conscientious about assignments.

·         Follows instructions, responds to management direction, takes responsibility for own actions, keeps commitments.
