Job Title: Youth Career Center Advisor II

Supervisor: Youth Program Manager
Starting Salary: $21 – $25.53/hour, DOE
Location: Lassen & Plumas County
1. Scope and Range of Responsibility: Under the direction of the Youth Program Manager, the incumbent will support the team in a variety of components of the WIOA program. In compliance with Federal, State, and Local rules, regulations and guidelines, the incumbent will provide eligibility screening for various Workforce Innovation and Opportunity Act (WIOA) programs, and assure all verification and documentation is accurate, complete and retained in accordance with program requirements, while providing guidance to youth (17-24 years old) and adults towards a career pathway. The position requires travel throughout AFWD’s service area.
2. Organizational Structure: The Youth Career Center Advisor’s immediate supervisor is the Youth Program, who is responsible for WIOA and other job seeker program(s) throughout AFWD’s service area. The Youth Program Manager’s immediate supervisor is the Deputy Director. The Youth Program Manager will provide direction, supervise the quality of work, manage the quantity of work, and provide training and evaluation of the incumbent’s position responsibilities. The Youth Program Manager will provide the annual appraisal on the incumbent’s performance.

4. Position Responsibilities and Duties: Position Responsibilities are rated as part of the employee’s competency-based performance appraisal. Within the parameters established by the Youth Program Manager, and approved policies and procedures, the incumbent is assigned the following position responsibilities and duties:
a) Provides Outreach/Orientation to those applying for participation in programs.
- Assist with AJCC workshops providing information related to eligibility for WIOA programs and services under all funding titles.
- Present program information and recruitment materials to community partners and prospective clients.
- Maintain a caseload of Youth clients, as determined by the Youth Program Manager, encouraging completion of education and/or job placement.
- Refer customers to other appropriate community resources available.
- Participate as a member of the integrated Rapid Response team for closures. Assist other programs in AFWD counties with Rapid Response activities and peak eligibility demands.
- Provide input, initiate, and embrace changes that will continually improve our systems and processes to best meet the workforce preparation needs of our communities.
- Other duties as assigned.
b) Provides assistance to AJCC customers (job seekers and businesses) and determines program eligibility with a high degree of precision and accuracy.
- Assist in the delivery of basic career services and core services to the AJCC customer. Provide information in relation to the menu of services offered through the one-stop to job seekers and employers.
- Responsible for program eligibility for those individuals in need of WIOA Services, conducting eligibility interviews, collecting all necessary and supporting documentation, and determining program eligibility without error. Meet eligibility deadlines established by management and required by NoRTEC contract objectives.
- Acquire specific program knowledge from reading, understanding and interpreting Federal rules and regulations, NoRTEC requirements, Standard Operating Policies and Procedures (AFWD’s SOPs), and related documentation; then, apply this knowledge to assist with Workforce Innovation and Opportunity Act (WIOA) program implementation and comply with all regulations.

5. Essential Functions

d) Maintain current specific program knowledge, including WIOA eligibility requirements, from reading, understanding and interpreting Federal rules and regulations, Standard Operating Policies and Procedures, and related documentation; then, apply this knowledge to assist with program implementation and execution.
e) Travel with notice overnight. Weather and related road conditions must be considered when travel is required.
f) Operate a motor vehicle or arrange transportation to accomplish duties.
g) Maintain good attendance and punctuality.
h) Exercise good judgement in analyzing and solving problems.
i) Maintain a high level of confidentiality and professionalism.
j) Must be able to produce accurate work under pressure and in a fast-paced environment.
k) Must be able to work effectively as a member of a multi-functional services team.
l) Ability to use a personal computer, including word-processing, spreadsheet, database (Access) and presentation graphics software.
m) Willing and able to speak publicly.
n) Ability to type, accurately, 35 wpm.
o) Maintain a professional appearance, consistent with private and public sector middle-level staff.
6. Minimum Qualifications
a) A High school diploma or equivalent is the minimum qualification. Associate’s or Bachelor’s degree preferred.
b) Two years of clerical, or related, college level study, or two years of clerical and administrative assistant experience.
c) Previous WIOA program experience or case management is a plus.
d) Work is normally performed in an office setting, but the incumbent will be required to travel out of town for training, meetings and to provide on-site program assistance; therefore, must be able to travel and operate a motor vehicle or arrange for travel to perform duties.
e) Must possess a valid California Driver’s License and have a good driving record.
f) Satisfactorily complete a Department of Justice Background check consistent with working with youth.
g) Within 12 months of hire, must obtain NoRTEC required Case Management Certificate(s).
h) Provide proof of automobile insurance which satisfies California Law, agree to a background check required to work with you and provide “right to work” documentation upon appointment.
6. Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing duties of this job, the employee is regularly required to talk and hear. This is largely a sedentary role at a desk or working on a computer. This would require the ability to lift office products and supplies, up to 25 pounds waist height, open filing cabinets, turning, twisting, kneeling and bending as necessary. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
