Manager-TCL Program (Hybrid, North Carolina Based)

The purpose of the TCL Program Manager position is to oversee the implementation, compliance, quality and performance measures of the Transition to Community Living (TCL) Program.  This position requires a clinical knowledge and exceptional decision making and problem-solving skills due to the complexity of the population and requirements of the settlement agreement.

This position will allow the successful candidate to work a primarily remote schedule. One day a week working onsite is required. This position will require travel within the communities Alliance serves as needed 

Responsibilities & Duties

Manage and Develop staff 

  • Work with Human Resources to attract, maintain, and retain a highly qualified and well-trained workforce  
  • Ensure staff are well trained in and comply with all organization and department policies, procedures, and business processes
  • Organize workflows and ensure staff understand their roles and responsibilities
  • Ensure the department has the needed tools and resources to achieve organizational goals and to support employees and ensure compliance with licensure, regulatory, and accreditation requirements
  • Actively establish and promote a positive, diverse, and inclusive working environment that builds trust  
  • Ensure all staff are treated with respect and dignity
  • Ensure standards are transparent and applied consistently, impartially, and ethically over time and across all staff members
  • Work to resolve conflicts and disputes, ensuring that all participants are given a voice
  • Set goals for performance and deadlines in line with organization goals and vision
  • Effectively communicate feedback and provide ongoing coaching and mentoring to staff and support a learning environment to advance team skills and professional development
  • Cultivate and encourage efforts to expand cross-team collaboration and partnership

Manage TCL Program

  • Develop and/or assist in the development of policies and procedures pertaining to the implementation and sustainability of the Olmstead Settlement Agreement
  • Assist with identification of and implementation of IT solutions to maximize program efficiency and enhance member/family experience
  • Liaison with DHHS and other state departments on the compliance and implementation of the settlement requirements
  • Work to resolve any issues regarding non-compliance, risk/liability or program improvements
  • Monitor performance, productivity and desired outcomes of TCL program 
  • Have full and robust understanding of the settlement requirements as well as reporting and compliance measures. Ensure the accuracy of any data or responses to external stakeholders regarding Alliance’s performance in the settlement
  • Have a full understanding of the functions of TCL and the complimentary nature of each function to ensure a person safely and successfully transitions to community living
  • Incorporate best practice and policy to workflows and staff expectations
  • For any notable performance or compliance failure ensure corrections are made and monitor for improvement
  • Manage the resolution of any local barriers

Collaborate with departments

  • Train and support Alliance cross department leaders, stakeholder, providers and external care management entities regarding terms of TCL agreement and other best practices specific to adult services
  • Collaborate with other Community Health and Well Being teams regarding development of stakeholder groups that can take member experience input and use same to inform ongoing program improvements

Minimum Requirements

Education & Experience

Master’s degree in Human Services or related field from an accredited college university and three (3) years of experience in a community, business, or governmental program in health-related fields or social work including one (1) year of supervisory, consultative, or administrative experience.

Knowledge, Skills, & Abilities

  • Knowledge of the Olmstead Settlement Agreement 
  • Knowledge of the 1915 bc service system.  
  • Strong leadership skills and excellent knowledge of mental health and substance use disorders 
  • Ability to manage competing deadlines in a high paced, rapidly changing work environment
  • Ability to develop, lead, manage and report on complex multisystem projects
  • Ability to develop reports and track outcomes of care coordination interventions
  •  Demonstrated knowledge of the assessment and treatment of mental illness, with or without co-occurring substance use.  
  •  Ability to learn and understand legal, waiver, URAC and NCQA Standards and program practices/requirements and apply this knowledge in problem-solving and responding to questions/inquiries.
  • Exceptional interpersonal and communication skills 
  • Problem solving, negotiation and conflict resolution skills
  • Detail oriented
  • Proficiency in Microsoft Office products or (such as Word, Excel, Outlook, PowerPoint etc.) is required
  • Ability to independently organize multiple tasks and priorities
  • Ability to make prompt independent decisions based upon relevant facts and established processes
  • Ability to effectively manage assignments under pressure of deadlines.    

Salary Range

$86,600 - $110,670/Annually 

Exact compensation will be determined based on the candidate's education, experience, external market data and consideration of internal equity.

Salary : $86,600 - $110,670
