The primary purpose of this position is to provide supervision and program oversight of the Community Liaison Team-Homeless Population within Wake County.  The position will assist Community Liaisons to build relationships that can support our members and Wake County’s strategic health efforts working with persons living in homelessness. Position acts as the primary contact for other community systems who work in partnership to support the identified individuals. Position will lead efforts to build a system of care between healthcare, housing and homeless service systems by addressing system and service gaps. Position will assist with program development, consultation, resource management, and coordination of other services and agencies to best meet the needs of the persons served.

This position will allow the successful candidate to work a primarily remote schedule. A minimum of three days a week working onsite is required and some evenings and weekends may be required depending on community engagement events. The selected candidate must reside in Wake County. 

Responsibilities & Duties

Supervise and Develop Staff

  • Work with Human Resources to attract, maintain, and retain a highly qualified and well-trained workforce
  • Ensure staff are well trained in and comply with all organization and department policies, procedures, and business processes
  • Organize workflows and ensure staff understand their roles and responsibilities
  • Ensure the team has the needed tools and resources to achieve program goals and to support employees
  • Actively establish and promote a positive, diverse, and inclusive working environment that builds trust 
  • Ensure all staff are treated with respect and dignity
  • Ensure standards are transparent and applied consistently, impartially, and ethically over time and across all staff members
  • Work to resolve conflicts and disputes, ensuring that all participants are given a voice
  • Set goals for performance and deadlines in line with organization goals and vision
  • Effectively communicate feedback and provide ongoing coaching and mentoring to staff and support a learning environment to advance team skills and professional development
  • Cultivate and encourage efforts to expand cross-team collaboration and partnership

Collaboration, Community Impact and Partnership

  • Ensure HCL team are supported, have achievable and measurable goals, and bring value to the communities where they are embedded 
  • Develop, strengthen, and promote partnerships and resources within the community, healthcare partners, county government and service providers   
  • Ensure staff develop in-depth knowledge of various community systems and provides consultation to Care Management entities regarding available resources and barriers for individuals who are involved within homeless community systems, i.e., HMIS, Wake County Continuum of Care (CoC)
  • Provide administrative and logistical support for special events, System of Care activities and HCL team activities 
  • Develop and maintain positive relationship with the Alliance Supportive Housing team and with care management teams serving Alliance members to ensure effective communication and coordination for persons living in homelessness
  • Serve as a subject matter expert to improve the knowledge and awareness of resources within the homeless service system for Alliance staff and providers

Develop and Implement Program Activities

  • Assign individuals to the appropriate tasks and follows up to ensure successful participation
  • Work closely with Community Impact Manager to develop and maintain effective workflows and procedures related to program operations
  • Monitor timely submission of tracking tools and other activities as required by the program 
  • Present to local community stakeholders about program updates 
  • Review and approve utilization of program funds including but not limited to flex funds and start-up living costs. This includes monitoring of program fund balance.
  • Assist with the development of community level data for evaluation and planning

Minimum Requirements

Education & Experience

Bachelor's degree from an accredited college or university in Human Service-related field and four (4) years of experience in a community or governmental program in a health-related field, social work, or education. One (1) year of supervisory, consultative or administrative experience.

Or

Master's degree from an accredited college or university in Human Service-related field and two (2) years of experience in a community or governmental program in a health-related field, social work, or education, including one (1) year of supervisory, consultative or administrative experience required.

Extensive experience with unhoused population and systems within Wake County.

Full-time residence must be within Wake County.

Knowledge, Skills, & Abilities

  • Knowledge of the Homeless Management Information System (HMIS) and Continuum of care (CoC).
  • Ability to establish and maintain favorable working relationships with individuals, community stakeholders and government employees is necessary.
  • Ability to build rapport and trust with homeless individuals 
  • Demonstrated exceptional interpersonal skills, highly effective communication ability, and the propensity to make prompt independent decisions based upon relevant facts.
  • Ability to make prompt independent decisions based upon relevant facts and demonstrated high level of diplomacy and discretion to effectively negotiate and resolve issues.
  • Ability to present to an audience by effectively communicating information and ideas to a group of people through a structured presentation.
  • Demonstrated knowledge of the primary purpose and functions of community agencies.

Salary Range 

$66,240 - $90,000/Annually  

Exact compensation will be determined based on the candidate's education, experience, external market data and consideration of internal equity.
