Summary/Objective:
Facilitates routine to complex contract life cycle activities from proposal through performance to closeout including planning, source selection, and post-award contract; prepares, revises, negotiates and analyzes and ensures effectiveness of contracts.

Essential Functions:
- Oversees and facilitates routine to complex contract life-cycle activities from proposal through performance to closeout including planning, source selection, and post-award contract; develops and updates scope of work and agreements; facilitates and conducts pre-bid and pre-award conferences; ensures consistency of contract with requirements; recommends and resolves issues and non- compliance matters.
- Prepares bids and specifications; drafts and updates work scope, RFPS, RFQs, contracts, amendments, change orders, task orders consistently with practice; monitors and interprets contractual agreements and recommends compliance measures where there is deviation from specifications.
- Negotiates and recommends contracts award; administers and ensures contract effectiveness; terminates and closes out contract upon completion; resolution of all conflicts, and final disposition of payment and obtains adequate release of claims documents; analyzes and advises on contracts for potential risks.
- Is the primary contact on all contracts process and enquiries including on-call ready service contractor enquiries and interface; tracks contract termination and notifies team members of deadlines; ensures department contracts are effective at all times; coordinates and communicates contract status, approval process and distributes contracts; maintains agreements, records and documents activities; facilitates and/or participates in process and practice improvements; trains others on practices and processes.
QUALIFICATIONS:
Required Education, Training and Experience:
- BA degree in acquisition and contract management, business or public administration, engineering or a related field;
- Five years of contract development and administration experience.
- Or equivalent combination of training and experience.
