Position Overview
We are seeking a highly experienced Senior Project Controls Cost Specialist to oversee the management of project costs, performance measurement, and change control processes. The ideal candidate will have extensive experience in cost control, project scheduling integration, and Earned Value Management Systems (EVMS). This role requires a deep understanding of federal regulations, including Department of Energy (DOE) Orders, and the ability to drive improvements in cost management processes.
Key Responsibilities:
- Cost and Schedule Integration:
- Ensure seamless integration of the Cobra cost engine with Oracle Primavera P6, maintaining accurate project cost data and schedule alignment.
- Oversee the performance measurement baseline through monthly integration of schedule plans, status updates, forecasts, and accounting system actuals.
- Performance and Cost Analysis:
- Manage Estimate to Complete (ETC) collection and integration processes, validating the Estimate at Complete (EAC) within the Cobra data system.
- Prepare, analyze, and review program performance measurement, including cost variances, and implement change actions into the cost baseline.
- Earned Value Management (EVMS):
- Review and enhance EVMS implementation strategies for improved project performance tracking.
- Ensure compliance with federal (DOE), state, and local codes and standards relevant to project controls.
- Variance and Reporting:
- Lead the variance analysis collection process and produce Format 1-5 deliverable reports along with other key monthly metrics in line with the project’s business rhythm.
- Develop and maintain quality assurance processes to ensure the accuracy of all cost and performance reporting.
Qualifications & Requirements:
- Citizenship: Must be a U.S. Citizen.
- Experience:
- Minimum of 14 years of experience in project controls, focusing on cost management and performance measurement.
- Proven expertise in EVMS implementation, management, and analysis.
- Technical Skills:
- Proficiency in Cobra cost engine and Oracle Primavera P6 is required.
- Strong knowledge of federal regulations, including DOE Orders, and familiarity with state and local project controls standards.
- Analytical Abilities: Exceptional ability to analyze cost variances, develop forecasting models, and implement baseline adjustments.
- Communication: Excellent written and verbal communication skills, with the ability to prepare comprehensive reports and present findings to key stakeholders.
