What are the responsibilities and job description for the Environmental Project Manager position at ALLWEST Testing & Engineering, Inc?
ALLWEST is an employee-owned geotechnical engineering, environmental consulting, construction materials testing, and special inspections firm serving the Inland Northwest and beyond. We are seeking a dedicated and knowledgeable Environmental Project Manager to oversee and manage various environmental projects. This role requires a strong understanding of environmental regulations and compliance, as well as experience in business development and project management.
Location:
The successful candidate for this position would preferably be based out of our Meridian, Idaho office. Alternatively, the position could be based from our Richland, WA; Missoula, MT; Spokane, WA; or Hayden, ID office.
Technical:
- Ability to oversee multiple projects, establish priorities, lead teams, ensure resource allocation, and maintain a consistent standard of excellence while managing high-pressure deadlines effectively.
- Schedule labor, equipment, and subconsultant assets to provide professional services for the project in accordance with the approved scope. Help staff prioritize tasks to meet project deadlines.
- Manage the timely completion of project deliverables and oversee quality control on projects. Complete and/or review contract deliverables such as technical submittals, work plans, health/safety/environmental plans. Complete and/or review Standard Operating Procedures (SOPs), processes, and templates to ensure compliance with current industry standards and regulations and provide training when needed.
- Provide project and client management for projects of varying degrees of complexity. Recommend and evaluate risk and remediation strategies to ensure compliance with regulations.
- Provide Subject Matter Expert (SME) professional service related to: Environmental Site Assessments, Tank Closure, Brownfield Redevelopment and Remediation; Hazardous Materials Testing (asbestos, lead, radon, mold, etc.); Monitoring and Compliance; SWPPP; NEPA; SEPA; Wetlands Delineation; Permitting; or Grant Writing.
Project Management:
- Support Go/No- Go evaluation of potential incoming projects.
- Review available plans, specifications, environmental reports, and any background information for the project; prepare appropriate scope and budget (proposal) to meet client/project needs and satisfy ALLWEST loss-prevention and profitability goals. Frequent contact with the client, contractor, engineer, owner, and governing jurisdictions as appropriate, to ensure that all project deliverables provided by ALLWEST meet the project requirements.
- Continually monitor project financials, invoicing, and key performance indicators (KPIs).
- Communicate with regulatory personnel and permitting agencies to ensure compliance with project requirements and applicable regulations.
- Ensure project risks and liabilities are mitigated and managed from project inception to completion.
- Responsible for supervising field and office activities of environmental staff for assigned projects.
- Provide mentorship to and advise/assist to professionally develop environmental staff.
- Lead safety efforts for team and ensure team follows safety rules and guidelines.
Business Development:
- With Director support, drive team growth in a seller/doer role—securing and delivering work to foster company success and quality project execution.
- Be a leader on project teams, encouraging collaboration and driving towards the ALLWEST values in all communications with internal employees and external project stakeholders.

Requirements:Education and/or Work Experience Requirements:
- Required 5 years’ experience with site investigation, sampling and remediation technologies and implementation for soil, groundwater, stormwater, and air for a wide range of contaminants.
- Required experience in NW Region: WA, ID, OR, MT.
- Required experience writing safety and quality plans (e.g. QAPP, HASP, JHA, etc.).
- Preferred experience is a minimum of ten years’ working in the environmental industry, and a minimum of three years’ working in assistant project management or similar role.
- Preferred experience with Local, State, and Federal State contracting and with remediation under multi-state, CERCLA, and RCRA regulations.
- Self-motivated with strong time management skills and understanding of industry practices.
Licenses & Certifications:
- Required Bachelor’s Degree in Physical/Environmental Sciences, Engineering, or another relevant field of study. Or in lieu of a degree, a minimum of 10 years’ related experience.
- Preferred: Professional Registration such as EIT/PE, PG or PMP certification.
- Certification(s) in field of expertise e.g. preferred OSHA HAZWOPER Certification (40 HR), Certified Environmental Professional/Scientist, etc.
- Valid Driver's License and acceptable driving record is required.
