Position Summary:
The Janitorial Services Manager is responsible for overseeing the day-to-day operations of janitorial services, with a focus on managing federal, state, and commercial contracts. This role includes leading janitorial teams, ensuring service quality, maintaining compliance with government regulations, and fostering strong client relationships.

Essential Functions:
- Contract Management:
- Develop, submit, and manage bids for federal, state, and local janitorial contracts.
- Maintain strong client relationships with government agencies and commercial clients.
- Ensure all contract terms, service level agreements (SLAs), and reporting requirements are met.
- Track and report contract performance metrics, ensuring compliance with applicable regulations.
- Mission-Driven Employment Support:
- Provide inclusive employment opportunities for individuals with developmental disabilities.
- Ensure training programs are accessible and tailored to support employees with varying abilities.
- Foster a supportive, inclusive workplace that aligns with the organization’s mission.
- Collaborate with employment support specialists to provide ongoing coaching and accommodations.
- Operations Management:
- Oversee janitorial operations across multiple government and commercial sites.
- Develop and implement detailed cleaning schedules and quality control measures.
- Conduct regular site inspections and proactively resolve any service issues.
- Ensure proper documentation and reporting in accordance with contract requirements.
- Staff Management:
- Recruit, train, and manage janitorial personnel, including employees with disabilities.
- Develop training programs focusing on safety, cleaning protocols, and compliance.
- Monitor team performance and conduct evaluations in line with company policies.
- Budget and Compliance Management:
- Manage budgets for labor, supplies, and equipment within contract parameters.
- Maintain accurate records of expenses, labor hours, and materials used.
- Ensure compliance with federal, state, and local regulations, including OSHA standards and Service Contract Act (SCA) requirements.
- Address and resolve any audit findings or compliance issues.
- Health, Safety, and Quality Assurance:
- Implement safety protocols and provide regular training to staff.
- Conduct routine inspections to ensure compliance with safety and cleanliness standards.
- Investigate and document incidents, implementing corrective actions as necessary.
- Other duties as assigned
Qualifications:
- Education: Associates or Bachelors degree in Business Management, Facilities Management, or related field preferred
- Experience:
- Minimum of 3 years of experience in janitorial or facilities management, including experience with federal and state contracts with at least 200,000 sq. ft. of ANSI BOMA rentable space.
- Demonstrated success in securing and managing government contracts.
- Skills:
- Strong leadership, organizational, and problem-solving skills.
- Strong written and verbal communication skills, with experience in reporting and contract management systems.
- Experience supporting individuals with developmental disabilities in a workplace setting preferred.
- Strong knowledge of GSA schedules, government procurement processes, and FAR (Federal Acquisition Regulations) compliance.
- Proficiency in Microsoft Office Suite and field related computer software
- Experience with the Service Contract Act (SCA) and government invoicing systems preferred.
- Familiarity with procurement portals such as SAM.gov and eBuy preferred.
- Physical Qualifications:
- Must be able to lift at least 50lbs on a periodic basis
- Ability to walk, stand, and move across large facilities for extended periods.
- Flexibility to work evenings, weekends, or respond to emergencies as needed.
- Bilingual skills (English/Spanish) preferred.
- Certifications:
- CPR/First Aid/AED certification (or willingness to obtain)
- Advanced Custodial Technician certification from the Cleaning Management Institute (CMI) or equivalent (or willingness to obtain and maintain)
- Other:
- Must have a valid Ohio driver’s license, reliable transportation, good driving record, and current personal auto insurance
- Must be able to pass a pre-employment drug screen
- Must not be listed on the ODDD Abuser Registry or Ohio Department of Health/Nurses/Aides Registry
- Must undergo an initial fitness determination (Department of Homeland Security personal history background check)
- Must be able to pass a Tier 1 or higher background investigation
