Software Development Lead / Manager
90% Remote- Onsite for meetings in Baltimore, MD once per month
Position starts April 1st

Our client is seeking a Software Development Lead / Manager to manage a team of software developers and local government software related issues.
As a leader, this individual will be expected to :

Responsibilities may include but are not limited to the following :
IT Portfolio Management
Responsible for the delivery of increased business value through technology to their assigned agencyThis role is responsible for all business applications used by the agency in fulfillment of its mission.Build and maintain relationships with agency leadership and key vendors; guarantee that the goals of the agency are realized in the value delivered by the vendors.Review SLA's and negotiate favorable termsValidate data ownership and key privacy concernsResource Management and Prioritization
Manage the backlog of requests and maintain priorities in coordination with stake holdersManage resources for both operations and project-based work. This includes projecting demand relative to the roadmap and addressing future needsOversee change management to keep users informed on changes and properly trained around new features.Oversee the controls on the applications and annually review users and permissionsLeadership
Planning and direct the work of subordinate staff or cross-functional teamsRequired Skills, Knowledge and Abilities
Excellent written and verbal communication and project management skillsAbility to communicate effectively with co-workers, staff and other agenciesAbility to multitask and work in a fast-paced environmentMust be self-directed and demonstrate the ability to educate and influence othersProficient in Microsoft Office products, Word, Outlook, PowerPoint and ExcelAbility to demonstrate awareness of business and organizational sensitivities and reflect this in approaching and communicating change.Ability to build and manage relationships with stakeholdersMinimum Education and Experience Requirements
Experience.
Bachelor of Science degree in Information Technology Management, Computer Science, Computer Engineering or a related discipline from an accredited college or university; andSeven years of related experience; includingThree years of supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing, and promoting of subordinate employees.Excellent verbal and written communication skills.Previous IT experience in government is preferred.Equivalencies : An equivalent combination of education and experience. Non-supervisory experience or education may not be substituted for the required supervisory experience.Equivalencies. An equivalent combination of education and experience. If degree is unrelated to IT, then specialty IT experience is required. Advanced technical credentials may be substituted for six months of experience or education. Multiple certifications may receive additional credit towards education / experience.
