Proposal Writer
The Proposal Writer will support business development efforts by leading and contributing to high-quality, compliant, and compelling proposals for both federal and SLED (State, Local, and Education) government opportunities. This includes responses to Requests for Proposals (RFPs), Requests for Quotes (RFQs), Requests for Information (RFIs), and Sources Sought notices. The Proposal Writer will play a key role in producing winning content for government contract opportunities.
Key responsibilities include:
- Lead and manage the full proposal lifecycle from kickoff through submission for federal and SLED solicitations.
- Write, edit, and organize proposal sections to ensure alignment with solicitation requirements and evaluation criteria.
- Translate complex technical and programmatic concepts into clear, plain language.
- Coordinate closely with capture team, Managing Director, and technical teams to gather input and develop compliant and persuasive proposal narratives.
- Design and manage proposal artifacts such as storyboards, compliance matrices, proposal schedules, and boilerplate content.
- Create proposal templates and use editing and desktop publishing tools to prepare polished final submissions.
- Develop preliminary cost estimates for review by leadership.
- Facilitate and manage color team reviews, integrating feedback into final drafts.
- Contribute to broader business development efforts, including pipeline support and opportunity assessments.
Required qualifications to be successful in this role:
- Bachelor’s degree in English, Communications, Business, or a related field (Master’s preferred).
- Minimum of 5 years of experience writing and managing proposals for federal and SLED government contracts.
- Proven success developing compliant, compelling proposals for civilian, DoD, and SLED agencies.
- Strong writing, editing, and communication skills with the ability to translate technical input into clear and persuasive narratives.
- Demonstrated ability to manage the full proposal process, including leading cross-functional teams.
- Proficiency in desktop publishing, formatting, and proposal design tools.
- Skilled in developing storyboards, compliance matrices, and proposal timelines to guide execution.
- Familiarity with business analysis, quality management, BPM, risk mitigation, IT architecture, and training design.
- Experience creating rough cost estimates and tailoring boilerplate content for specific opportunities.
- Working knowledge of federal and SLED acquisition tools and platforms such as SAM.gov, GovWin, and BidNet.
- Ability to work independently, manage shifting priorities, and thrive in a fast-paced environment.
