POSITION: Deputy Director of Behavioral Health (Fiscal/Administration)
RATE OF PAY $57.71/hr.
Definition:
Under minimal direction, to perform managerial duties associated with the fiscal and administrative aspects of the Behavioral Health Department; overall responsibility for several major, complex, specialized fiscal and statistical functions pertaining to the budget and claiming plans for the Department, including cost accounting and grant program administration. Performs a variety of difficult, complex and specialized administrative, research, and reporting functions. Negotiates and monitors all contracts. Has responsibility for evaluation and implementation of Department fiscal policies and for compiling the associated budgets. Acts as liaison in development of partnerships with community groups and County departments. Has responsibility for supervising and evaluating the work of staff who are assigned tasks across the entire range of administrative relative to the coordination of GSA services, analytical, fiscal, budgeting and accounting services for the Department; and performs related duties as assigned.
Examples of Duties:
The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed.
- Serves as primary administrative and staff support manager for the Director. Responsibility for coordination of administrative and staff services functions.
- Performs a wide variety of specialized fiscal management, and administrative assignments.
- Oversees the administration and coordination of the preparation of a variety of State and Federal reports, claims and cost accounting documents.
- Hires, trains, supervises and evaluates assigned staff.
- Establishes work schedules and priorities.
- Performs public relations assignments including responsibility for coordination within the Department and with other departments and agencies.
- Provides comprehensive information about policies, programs, functions and procedures.
- Develops, administers and oversees budgets for the Department and represents during the budget hearing process.
- Oversees the preparation and submission of activity reports and reports required by other agencies, payroll documents and records, purchasing for the Department, information retrieval systems, and a wide variety of fiscal and budget control journals, documents and reports.
- Gathers, organized and summarizes a wide variety of data and information and coordinates these within the Department.
- Evaluates and implements the Department’s fiscal policies and procedures including oversight of accounts receivable from all Department’s income sources.
- Performs special projects, prepares reports, correspondence, informational material and documents.
- Coordinates and provides oversight for the preparation, submission and administration of grants.
- Generates computer reports.
- Operates office equipment.
- Performs related duties as assigned.
Essential Qualifications
Knowledge of:
- County policies, rules and regulations.
- Operations, rules and procedures of the Department where assigned.
- Budget development, control and administrative oversight.
- Public and community relations.
- Grant development, administration and monitoring.
- Administrative analysis and oversight skills.
- Office management methods and procedures.
- Purchasing and procurement methods and procedures.
- Accounting and statistical recordkeeping and analysis.
- Personal computers/applications related to administrative support work.
- Principles of supervision, training, coordination, administration and evaluation.
- Research and reporting techniques.
Ability to:
- Perform a wide variety of complex administrative functions for the Department.
- Supervise, train and evaluate the work of assigned staff.
- Interpret, analyze, apply and oversee the application of a variety of County and Department policies, rules and regulations.
- Work with considerable initiative and independence while exercising good judgment in recognizing scope of authority and responsibility.
- Gather, organize, analyze, monitor and present a variety of data and information.
- Prepare clear, concise and accurate records and reports.
- Prepare promotional and informational materials.
- Use a personal computer and appropriate software for word-processing, recordkeeping and administrative functions.
- Effectively represent the County and the Department by answering questions, responding to inquiries, making presentations, providing assistance and dealing with concerns from the public, community organizations, other departments and agencies.
- Establish and maintain cooperative working relationships and provide leadership for fiscal and administrative staff within the Department structure.
Training and Experience:
Any combination of training which would likely provide the required knowledge and experience is qualifying. A typical way to obtain the required knowledge and abilities would be:
Education
Equivalent to graduation from an accredited college or university with a major in public or business administration, accounting, economics, social or behavioral sciences, or a closely related field preferred.
Experience
At least five (5) years of responsible experience performing a variety of financial, administrative, staff and office management functions, including substantial experience in a public contact position with at least two (2) years in a management position.
Special Requirement:
(2) Possession of valid California Driver's license issued by the California Department of Motor Vehicles.
