PRIMARY PURPOSE:

Identify current and future needs of the district and align processes and procedures of professional employees including recruitment, selection, on-boarding, professional and leadership development, training, evaluation and retention strategies to assure equal employment opportunities exists for all persons. Implement legally sound and effective human resources management programs, policies, and practices.


QUALIFICATIONS:

Minimum Education/Certification:

Master's degree required

Current and Valid Texas Administrative Certification

Current and Valid Texas Teacher Certification


Minimum Experience
:

3 years campus principal experience- required


Special Knowledge/Skills:

Knowledge of the selection, training and supervision of personnel

Knowledge of wage, salary benefits and performance appraisal administration

Ability to interpret and implement policy and procedures

Excellent public relations, organizational, communication and interpersonal skills

Ability to initiate and to implement improvement in processes and procedures when necessary

Knowledge of general and education employment law and hearing procedures

Ability to use software to develop spreadsheets, perform data analysis, and do word processing

Ability to manage budget and personnel

Ability to speak effectively before groups of employees, the school board, or other organizations

Excellent time management skills and ability to complete multiple tasks

Ability to multi-task and flexibility to change schedule


Work Conditions
:

Tools/Equipment Used: Standard office equipment including personal computer and peripherals

Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting

Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching

Lifting: Occasional light lifting and carrying (less than 50 pounds)

Environment: Work with frequent interruptions; maintain professional demeanor under stress; must have problem solving skills; work prolonged and/or irregular hours

Travel: Frequent district-wide travel; occasional statewide travel and occasional out-of-state travel

Regular attendance is an essential function


MAJOR RESPONSIBILITIES AND DUTIES:

Employment

  • Work cooperatively with principals and District level administrators to forecast staffing needs and develop staffing plans.
  • Develop and implement recruitment and retention strategies and a screening and selection process for all employees.
  • Promote AISD in a manner that encourages candidates to apply with the district; attend college/university/regional job fairs.
  • Write and review job descriptions as needed.
  • Post professional positions, comply with posting regulations, and insure applications are kept up to date.
  • Process, review and maintain applications.
  • Coordinate appropriate interviews for candidates with district staff members and leadership.
  • Secure recommendations and reviews credentials and certification.
  • Ensure that all professional hires are highly qualified and have the appropriate credentials for assignments.
  • Ensure recommended hires are thoroughly reviewed using background check and TEA’s Don Not Hire Registry.
  • Work with AISD administrative staff in screening and recommending the most qualified and certified candidates for vacancies.
  • Work to secure quality applicants in highly qualified areas of shortage. (i.e., minorities, special education, foreign language, ESL)
  • Stay abreast of teacher certification requirements and TEA regulations.
  • Stay current on federal and state guidelines in interviewing and selecting applicants for employment. (i.e., ADA, EEOC).
  • Prepare and deliver written and oral presentations on HR and management issues to employees.
  • Work with the Office of Technology to ensure smooth hiring and onboarding practices.
  • Provide hiring data to the Chief of Human Resources Officer (CHRO).

Employee Relations

  • Coordinate the procedures for teacher transfers in accordance with transfer policies and the needs of the district.
  • Counsel employees to resolve complaints, difficulties and other matters related to personnel management.
  • Work with District and campus level administration on documentation of employee performance issues.
  • Take a proactive role in identifying and responding to employee issues; work in collaboration with district leadership to ensure preemptive and effective employee communications.
  • Support administration of the employee grievance procedure adopted by the board.
  • Assist CHRO with investigation, analysis, and decision-making process regarding personnel problems and/or other related policy issues.
  • Ensure compliance is maintained with reporting to the Department of Family and Protective Services as well as AISD Police and local law enforcement.
  • Assist CHRO in submitting Employee Misconduct reports and follow-up to TEA.
  • Create, implement and monitor employee compliance video training.
  • Work in conjunction with AISD Benefits to perform Leave Analysis and ADA conferences with employees as needed.
  • Work in conjunction with district and campus administration as well as AISD benefits regarding excessive absences by employees.

Human Resources and Leadership

  • Stay abreast of current research and best practices in human resources management and development in educational and non-education-related settings, and adjust plans, policies and procedures accordingly.
  • Ensure compliance with local, state and federal employment laws. Stay abreast of state and federal public policy changes that could impact the district.
  • Conduct annual research regarding employee satisfaction, morale, and communications through first year teacher and professional staff exit surveys.
  • Assist in open record requests.
  • Participate in Texas Workforce Commission hearings for assigned personnel.
  • Assist in the evaluation of some clerical HR staff.

Records

  • Interpret policies and procedures and ensure support of directors, officers, employees and other government agencies on employment, record keeping, retirement, grievance and other personnel matters and procedures.
  • Compile, maintain, and file all reports, records, and other documents as required.

Other

  • Coordinate the placement of student teachers and observation hours from universities and alternative certification programs.
  • Review campus volunteer/visitor backgrounds that are flagged and approve/deny as warranted.
  • Assist in the review of Criminal History checks for applicants, visitors, volunteers and employees.
  • Assist the CHRO in the District Plan for Improvement.
  • Promote AISD’s Grow Your Own educator recruitment; collect data, present information.
  • Assist in coordinating New Hire Orientation.
  • Coordinate effective districtwide employee recognition programs including but not limited to the Employee Recognition banquet.
  • Participate in area and state level Human Resources professional activities and organizations.
  • Maintain confidentiality.
  • Follow District safety protocols and emergency procedures.
  • Comply with federal, state, local, and District regulations amd policies including the Texas Educators' Code fo Ethics.
  • Perform such other tasks and assume such responsibilities as may be assigned.

May supervise, evaluate, and recommend hiring and termination of human resources department employees
