PRIMARY PURPOSE:

  • Monitor, coordinate, and understand all issues pertaining to federal programs, State Compensatory Education and accountability. To assist the Executive Team and campus administrators with assigned administrative duties in support of established district goals.


QUALIFICATIONS:

Minimum Education/Certification:

  • Master’s degree
  • Texas Mid-Management Certification or eligible for permit preferred


Special Knowledge/Skills:

  • Strong communications, public relations, organizational and interpersonal skills
  • Knowledge of campus and district administrative operations
  • Thorough knowledge of school law, school finance, curriculum, and instruction
  • Ability to manage and coordinate diverse district functions through subordinate supervisors
  • Ability to evaluate instructional programs and teaching effectiveness
  • Knowledge and skills needed to manage budget and personnel
  • Knowledge of state and federal regulations
  • Thorough understanding of school administrative operations


Work Conditions:

  • Tools/Equipment Used: Standard office equipment including personal computer and peripherals
  • Posture: Prolonged sitting; standing, walking, occasional bending/stooping, pushing/pulling, and twisting
  • Motion: Repetitive hand motions including prolonged keyboarding & use of mouse; occasional reaching
  • Lifting: Occasional lifting and carrying (up to 50 pounds)
  • Environment: Work with frequent interruptions; Must maintain professional demeanor under stress; Must have problem solving skills.
  • Travel: Frequent in district travel, occasional out of district travel
  • Regular attendance is an essential function.

Minimum Experience:

  • Three years of successful experience as a campus administrator or experience directing/managing federal programs/grants.


MAJOR RESPONSIBILITIES AND DUTIES:

  • Submit and maintain federal program applications, reports, amendments, and evaluations.
  • Train Title I Campus Administrators.
  • Work with each principal and program director to develop budget and monitor use of funds.
  • District contact and coordinator for TEA/USDE monitoring visits pertaining to federal programs
  • Supervise employees that support federal programs, including the district grant writer, FACE Director, and clerical.
  • Work with private schools and neglected facilities to determine needs, completion & submission of attestations, organize support services and oversee their budgets.
  • Chair or co-chair RDA committees for SpEd, BE/ESL, and Foster, Homeless, & Military programs
  • Chair or co-chair PBM validation committees for leaver data, student assessment data, discipline data, and highly qualified data.
  • Upload focused data analysis, continuous improvement plans, and other requested data to TEA.
  • Coordinate efforts to write and submit appeals to TEA
  • Monitor, download, distribute, and maintain accountability data from TEA for TAPR, RDA, AEA, PBM, PEG and school improvement.
  • Train staff and campuses on accountability.
  • Assist campus administrators through the school improvement process and related grants.
  • Serve as the District Coordinator for School Improvement (DCSI) and meet all DCSI requirements set by the state.
  • Work with Region Center as the District contact.
  • Serve as the District secondary approver for TEA submission in TEAL.
  • Monitor requests for access to TEAL.
  • Maintain waiver requests
  • Work with district leadership to develop budgets for Title I, II, IV and other federal programs.
  • Coordinate the collection of the data for Highly Qualified status for teachers and paraprofessionals. Submit HQ surveys to TEA and amend as necessary.
  • Review and approve all requisitions, vouchers, released time requests, and online stipends for Title I, SIP, Title IC, Title IIA, Title III, Title IV, any other federal programs and SCE.
  • Provide documentation for audits and validations for federal programs to external auditors and state and federal auditors.
  • Serve as liaison on various committees.
  • Coordinate and oversee summer academy, budgets and approvals.
  • Oversee SCE funds-personnel, expenditure & complete/submit yearly evaluation.
  • Conduct district at-risk training & oversee district coding.
  • Conduct LEAVER training and audit withdrawals.
  • Work with district personnel on the development of the District Improvement Plan and needs assessment.
  • Monitor the progress of the district improvement plan.
  • Monitor payroll monthly for federal/state program, develop and maintain job descriptions/semi-annual certifications.
  • Demonstrate behavior that is professional, ethical, and responsible.
  • Maintain confidentiality.
  • Compile, maintain, and file all reports, records, and other documents required.
  • Follow district safety protocols and emergency procedures.
  • Ensure compliance with all local policies and state and federal statutes including the Educator Code of Ethics.
  • Perform such other tasks and accepts such other responsibilities as may be assigned.
