What are the responsibilities and job description for the Policy Counsel/Policy Analyst position at American Civil Liberties Union of Mississippi?
Position Overview:
We are seeking a highly motivated and detail-oriented policy expert to assist our team conduct analysis, develop policy, craft advocacy campaigns and situates the ACLU-MS to have impact across legislative, administrative, and electoral levers.
The Policy Counsel/Analyst will evaluate public benefit program effectiveness, identify policy gaps, and provide actionable recommendations to improve service delivery and accessibility for vulnerable populations. This role requires a deep understanding of public policy, data analysis, and the socio-economic factors influencing program utilization and outcomes.
The Policy Counsel/Analyst will report to the Executive Director.
YOUR DAY TO DAY:
- As policy and/or legal expert, identify opportunities to advance civil liberties and civil rights in complex policy areas, specifically regarding social service policies on the state and federal level.
- Conduct comprehensive analyses of state public benefit programs, including Medicaid, TANF, and childcare vouchers, to evaluate their effectiveness, efficiency, and accessibility.
- Identify barriers to program access and participation for underserved populations, including systemic inequities and administrative inefficiencies.
- Develop strategic legislative and administrative policy options related to social welfare issues
- Engage with and provide in-depth policy and advocacy support to support all ACLU-MS Departments.
- Independently develop novel ideas and approaches to solving problems, in addition to sourcing existing policy ideas and approaches to civil liberties challenges
- In collaboration with ACLU-MS Communications staff and other key stakeholders, provide expert commentary to media, participate in media briefings, and draft and contribute to op-eds and other publications, as relevant
- Prepare, provide guidance on and/or deliver analysis on pending legislation before the Mississippi Legislature or policy proposals before State agencies or regulatory bodies.
- Prepare and present detailed reports, policy briefs, and presentations to stakeholders and policymakers.
WHAT YOU'LL BRING:
- Advanced degree (J.D., M.P.P.) or substantial equivalent training and experience in policy analysis and/or advocacy strongly preferred
- Familiarity and relationships with legal, policy, communications and organizing groups working in the social services field
- Demonstrated expertise in social welfare policy and working with advocacy coalitions
- Significant experience working in political, policy, legal, or government settings; high degree of familiarity with public policy and legislative, administrative and/or electoral processes
- Strong analytical skills, including experience with data collection, statistical analysis, and data visualization tools (e.g., Excel, Stata, R, or Tableau).
- Excellent written and verbal communication skills, with the ability to present complex data and policy issues to diverse audiences.
- Knowledge of Medicaid, TANF, child care vouchers, and other public benefit programs, including their regulatory frameworks and funding mechanisms.
- Demonstrated ability to manage multiple projects, meet deadlines, and work both independently and collaboratively.
- Commitment to advancing equity, inclusion, and social justice in public policy.
- Ability to work and communicate quickly and accurately, handling multiple projects and deliverables under pressure

COMPENSATION AND WORK ENVIRONMENT:
Based on the experience necessary for this role, we anticipate an annual salary of no less than $75,000, commensurate with experience. This position offers a hybrid work environment. The weekly work schedule consists of 3 days in office and 2 days remote.
