General Position Summary
The Director, Federal Affairs will serve as a strategist and legislative liaison with House and Senate offices in pursuit of the American Clean Power Association’s policy priorities, focusing primarily on siting and permitting issues. The Director will lead federal affairs initiatives related to technology and issues areas that fall under the siting and permitting umbrella and will be responsible for lobbying, preparing testimony and briefs, supporting PAC fundraising, participating in ACP member committees and working on cross functional ACP projects.
The Director will interact with all levels of staff within ACP, across all departments and disciplines, and with key external stakeholders and members. Excellent communication skills, professionalism, organizational skills and a desire to learn the industry are necessary attributes for this position. The renewable energy industry is a fast paced, emerging space and ACP’s Federal Affairs team reflects that and manages priorities accordingly. This position offers a unique opportunity to develop expertise and grow within a rapidly growing industry.

We are a fast-paced, high-energy organization with a very ambitious agenda and a staff that is highly motivated. This position may experience high-level work demands and independent decision-making under tight timelines. Occasional travel outside of the Washington, DC area for meetings or events may be required. Applicants must be currently authorized to work in the United States on a full-time basis. ACP will not sponsor applicants for work visas.
We reasonably believe that the base salary range for this position is $115,000- 150.000. ACP, a wide range of factors are considered when making compensation decisions including and not limited to skill set, experience, training, education, knowledge, and other business and organizational needs. - Serve as primary ACP strategist and liaison with key congressional offices and committee staff and other elected or appointed officials on the full range of priority clean power industry issues, with a particular focus on permitting and siting.
- Engage with and help manage outside ACP consultants.
- Develop strategy and lead ACP’s federal legislative engagement on assigned issues, including coordinating Hill messaging, advocacy materials and member company Hill engagement.
- Provides strategic guidance in defining ACP’s legislative agenda and strategic Congressional targets in coordination with ACP’s Federal Affairs Committee and execute plans to engage these targets, whether for electoral, political or legislative reasons.
- Serve as lead ACP staff lead on relevant ACP committees.
- Plays active role in helping federal affairs team set annual goals and objectives.
- Attends political fundraising and policy coalition events on behalf of ACP.
- Develops fact sheets and assists in preparation of action alerts for a Capitol Hill audience.
- Communicates legislative issues and developments to the membership verbally and in writing.
- Participates as an ACP representative, or leads if needed, within coalitions with other interest groups promoting ACP policy priorities.
- Assists Federal Affairs team with other projects as directed.
- Attends ACP conferences and events as appropriate.
- Bachelor’s degree in political science, environmental science or energy related field required.
- 8 years of related experience including demonstrated knowledge of the federal legislative process.
- Ability to influence and lead large coalitions with varied, and, at times, divergent interests.
- Familiarity with permitting issues, key statues, rules and regulatory entities required.
- Demonstrated relationships with House Energy & Commerce Committee, House Natural Resources Committee, Senate Energy and Natural Resources Committee and Senate Environment and Public Works Committee.
- Excellent written and verbal communication skills, including technical writing and editing skills.
- Strong analytical and critical thinking capability. Ability to analyze technical/research data and information and communicate effectively to varied audiences.
- Capacity to work collaboratively as a team player, while also identifying and resolving problems independently.
- Demonstrated ability to facilitate consensus and engender support and buy-in from stakeholders.
- Demonstrated knowledge of computer software applications, such as Microsoft Excel, Word and PowerPoint.
- Ability to prioritize and complete a variety of tasks efficiently; flexibility and ability to work well under pressure.
- Willingness to travel up to 25%.
