SUMMARY
This position is responsible for management of the field-based English language learning programs, which require oversight and administrative and financial liaison support from the Washington office. American Councils manages a variety of English language programs through our field offices that help youth and adults learn English, including C5 ONE, Access, English Speaking Nation, English Resource Centers and American Language Centers. The Program Manager will work with field staff and leadership to ensure these and other projects are implemented as planned and will provide representation for the programs.
This position reports to the Director of Field Programs and works closely with field-based staff in American Councils offices where the projects are delivered.
RESPONSIBILITIES
Management and Coordination
- Responsible for the full life cycle of assigned programs, including design, budget, program intake, compliance, evaluation, monitoring, reporting, close-out, and record-keeping
- Leads and manages strategic planning that clearly outlines program goals, strategy, activities, and resource requirements, while following-up with ongoing monitoring and evaluation to ensure annual plans are met
- Achieves operational objectives by resolving problems and implementing change quickly and efficiently to ensure continuity of service
- Leads a team of field-based staff in multiple locations by supporting the recruitment, selection, training, coaching, and performance evaluation of the team, including communicating job expectations, planning and reviewing compensation actions, enforcing policies and procedures, and initiating disciplinary action when necessary
Reporting and Compliance
- Ensures that program activities and procurement are in accordance with U.S. government regulations, within approved budget parameters, and in accordance with the mission, policies and procedures of American Councils
- Manages budgets and financial reporting, functions as liaison between finance and overseas staff as needed, and reviews expense reports monthly
- Manages subcontract negotiation, filing and maintenance of MOUs, agreements, and modifications
- Writes and reviews narrative program reports from field offices, and ensures correct submission and retention of reports and program documents
- Serves as a resource for funders, regularly providing more in-depth analysis and review of program than is requested. Develops systems and reports that streamline data collection and demonstrate American Councils’ value
Leadership and Partner Relations
- Advances American Councils’ contribution to the provision of English programs, and furthers funder objectives.
- Liaises with U.S. Department of State Bureau of Educational and Cultural Affairs and embassy staff to ensure American Councils is meeting expectations in administering our grants and cooperative agreements.
- Build and maintains professional network of English teachers and providers that are available for short-term assignments.
Qualifications
- Master’s degree related to international development, education, or a related area
- TESOL certification and experience teaching English strongly preferred
- Demonstrated effective organizational, planning and budgeting skills, attention to detail, and ability to manage multiple projects and deadlines simultaneously
- At least four years of experience managing development projects overseas, preferably working with Eurasia and Central Asia
- Advanced skills in financial management and budgeting, as well as procurement, contract negotiations, and contract management
- Effective communication, interpersonal and representational skills; proficiency in spoken and written Russian and/or other foreign languages a plus; ability to write and edit in professional English required
- Knowledge of USG regulations governing 501(c)(3) organizations and experience monitoring compliance with organizational policies and procedures including cooperative agreements and OMB regulations
- Proficiency with the full MS Office Suite including Excel and Access
- Ability to manage, motivate, and develop high functioning teams operating in a complex, diverse environment
- Excellent commitment to quality and customer service; ability to build and maintain effective relationships with internal or external customers
- Demonstrated ability to write substantive reports and proposal narratives
- Demonstrated diversity awareness and cross-cultural skills; proven ability to work effectively across geographic and departmental lines
- Excellent critical thinking skills and sound judgment
- Demonstrated adaptability and flexibility in dealing with changing circumstances in order to meet job requirements

Salary : $80,000 - $90,000
