Job Summary

Note: This is an onsite position and will be hired either at the Roanoke or New Albany office.

Responsible for performing highly technical estimates for Transmission line and substation projects, including very complex projects, in a safe, efficient and economical manner. This position is responsible for complying with defined project scoping and estimating procedures; gathering and integrating estimate and cost information to build & update master estimating cost models and databases; developing criteria for estimation and use of project and portfolio contingency; working with project stakeholders (i.e. project management, engineering, planning, construction, contractors, etc.) to develop, implement and continuously improve scoping and estimating processes; and mentoring and training less experienced Project Estimators.

Job Description

ESSENTIAL JOB FUNCTIONS:

• Support project sponsors in development of conceptual, functional and detail estimates; collaborate with engineering, project management, and other stakeholders in the development of the project scope of work; prepare detailed project cost estimates based on the approved scope of work.
• Interface with planning, engineering, project engineering/management, outage management, construction, and operating company personnel to identify/initiate, scope, status and follow-up estimate efforts (if necessary). This role includes providing recommendations and guidance to interfacing groups/individuals regarding estimate approach and input requirements.
• Develop and analyze historical records of project costs; review and critique designs and specifications for cost effectiveness and suggests alternatives when appropriate.
• Adhere to standard processes and procedures for estimating, review estimate basis and assumptions for completeness and reasonableness. Work with functional departments and service organization to develop services labor estimates.
• Provide technical direction and guidance regarding estimate approach/development, assumptions/qualifications and resolution of estimate issues.
• Assist with maintaining the integrity of the estimating software and associated resource and assembly cost data.

• Demonstrate conflict management skills to resolve disputes and to maximize synergies with an overriding goal to do the "right thing" for the company.
• Demonstrate an understanding of scope management.
• Be accountable for project assignments. Develop the skills of organizing project activities, delegating project task assignments, setting team requirements and expectations to manage deliverables, and holding team members accountable.
• Develop the ability to evaluate and determine the skill sets and capabilities needed of team members to assure project success.

MINIMUM REQUIREMENTS:

Education :

Estimator(SG-006) - ($72,380 - $90,475)

Bachelor's degree in construction management, Project Management or related field of study.

Experience: A minimum of one (1) year of experience in power generation and/or transmission system estimating, engineering, design or construction execution for capital projects; experience with estimating software packages a plus; experience with Primavera a plus; knowledge of current market pricing trends and construction execution for capital projects a plus; strong

Estimator Sr( SG-007) - ($85,081 - $106,354)

Education:

Bachelor's degree in Construction Management, Project Management or related field of study.

Experience:

PLUS a minimum of four (4) years of experience in power generation and/or transmission system estimating, engineering, design or construction execution for capital projects; experience with estimating software packages required; experience with Primavera a plus; strong knowledge of current market pricing trends and construction execution for capital projects required.
