AHCA / NCAL is seeking a Vice President of Quality & Regulatory Services to improve lives by delivering solutions for quality care through the development, implementation, evaluation, and oversight of programs, projects, and strategies within the Quality & Regulatory team. This role leads efforts to improve quality in long-term care, formulates and coordinates regulatory and clinical related policies, supports key initiatives and programs, including oversight of the AHCA / NCAL Quality Award Program. By managing regulatory analysis, policy development, and member education in areas such as survey, certification, and enforcement, this position helps to increase AHCA's visibility as a trusted resource for long-term care providers and informs key stakeholders.

Qualifications & Skills :

A Bachelor's Degree is required; Master's Degree preferred, with a specialty in management, quality, or health-related fields considered a plus.10 years minimum of professional experience required, including expertise in policy development and analysis, federal and / or state long-term care regulatory certification, survey, enforcement, and related regulations. Clinical leadership experience preferred. Quality improvement experience, including familiarity with the Baldrige criteria, is ideal. Work experience in post-acute / long-term care is required, experience as an Administrator or Director of Nursing (DON) preferred. Prior experience in an association or other membership organization is preferred.

Duties & Responsibilities :

Leadership and Strategic Oversight :

  • Lead and manage the Quality & Regulatory Services team, providing guidance and supervision to staff and consultants to achieve organizational goals.
  • Develop, implement, and evaluate programs and projects to improve quality in long-term care and support compliance with regulatory requirements.
  • Oversight of the department's Quality and Regulatory annual budget, ensuring alignment with organizational priorities and reviewing detailed budget reports.

Regulatory Analysis, Policy Development & Advocacy :

  • Maintain current knowledge of federal, state, and regional regulatory developments related to survey, certification, enforcement, emergency preparedness, life safety, and OSHA.
  • Monitor OIG, GAO and other agency activities and develop plans for response or use where pertinent.
  • Quality Improvement, Resource Development and Program Management :

  • Oversee the organization's Quality Award Program, ensuring effective operations, recognition by external stakeholders, and alignment with strategic goals.
  • Elevate visibility and reputation as a recognized source for quality improvement and compliance resources.
  • Member Support and Resource Development :

  • Oversee the design of and dissemination of tools, resources, and educational materials to help members improve quality, regulatory compliance, and clinical outcomes.
  • Stakeholder Engagement and Communication :

  • Develop and maintain strong relationships with federal, regional, and state regulatory agencies, Congress, and other stakeholders.
  • Educate and inform members on regulatory and quality developments through written analysis, publications, and training.
  • Serve as a resource for state affiliates, facilitating communication, advancing strategic objectives, and supporting meetings and calls.
  • Event and Committee Support :

  • Support Quality and Regulatory team members in identifying educational sessions for and the Quality Summit as well as determining relevant sessions at Annual Convention.
  • Internal Collaboration :

  • Work closely with other departments to align regulatory and quality objectives with broader organizational strategies, including providing updates at relevant member meetings.
  • Support senior leadership in goal development processes and ensure consistency across team and individual objectives.
  • Serve as a subject matter expert for AHCA teams including, but not limited to, public affairs on media needs, government relations on congressional activity, and research on data analysis.
  • Other duties as assigned.
