ATSI is seeking a Principal Technical Consultant to support the Privacy and Civil Liberties Directorate (PCLD) within the Department of Defense (DoD). The consultant will provide expertise in privacy policy compliance, data governance, System of Record Notices (SORNs), and Social Security Number Justifications (SSNJs) while supporting the Directorate's mission through policy development, research, training, records management, and administrative support. This is a mid-level role requiring six (6) years of professional experience and a Bachelor’s degree. Experience utilizing Artificial Intelligence (AI) tools for research, data analysis, or process improvement is required.
Key Responsibilities:
Privacy Policy & Compliance Support:
- Assist in the development, review, and maintenance of System of Record Notices (SORNs) in accordance with federal privacy laws, including the Privacy Act of 1974.
- Support the development and review of Social Security Number Justifications (SSNJs) to ensure compliance with DoD policies and federal privacy regulations.
- Conduct privacy risk assessments and impact analyses related to data collection, sharing, and retention.
- Monitor emerging privacy issues and provide guidance on best practices for managing personally identifiable information (PII).
- Utilize government approved AI-powered tools to enhance privacy compliance tracking and reporting.
Policy Development & Governance Support:
- Develop privacy-related policy documents, procedural instructions, and compliance guidelines.
- Assist in the drafting and coordination of privacy policies, reports, and staff packages for senior leadership review.
- Provide consultative, analytical, and technical support to the PCLD staff.
- Assist with privacy-related correspondence and official communications, ensuring compliance with DoD 5110.04-M.
Training & Stakeholder Engagement:
- Support the development and delivery of privacy training programs in various formats (in-person, virtual).
- Prepare training materials and resources to educate stakeholders on SORNs, SSNJs, PII protection, and privacy compliance requirements.
- Assist in stakeholder engagement efforts to promote awareness of privacy best practices across DoD components.
Records & Administrative Management:
- Maintain privacy records and documentation in compliance with DoD policies (DoDI 5015.02, AI-15).
- Support records retention, archiving, and disposal efforts related to privacy-related data.
- Provide administrative support, including correspondence tracking, workflow coordination, and document preparation.
- Assist in security-related actions, including access requests and coordination with relevant agencies.
- Bachelor’s degree in a relevant field (e.g., Public Policy, Law, Privacy, Information Management, or a related discipline).
- At least six (6) years of professional experience in privacy policy, records management, regulatory compliance, or government consulting.
- Active Secret Clearance required.
- Experience drafting, reviewing, and maintaining SORNs and SSNJs and familiarity with the Privacy Act of 1974 preferred.
- Knowledge of federal privacy laws, DoD privacy regulations, and data governance best practices.
- Excellent written and verbal communication skills, with experience in government correspondence and policy review.
- Experience leveraging AI tools for policy analysis, data tracking, or workflow optimization.
Work Schedule: Monday – Friday, 40 hours per week (Core Hours: 9 AM – 3 PM, some telework available)
